Farm Housing Loan Program Expanded The Farmers Home Administration, which loans money to farm owners in This area, recently expanded its farm housing loan program as an anti-recession measure. The announcement made a few weeks ago by Donald A. Nor.quest, local supervisor for the agency, has resulted in njgny inquiries and several Written applications for such loans. In fact, Norquest estimated today that if present farm housing loan activity continues in the future as it has in the past several weeks, that more than $50,000 will be channeled into this area by the end of the calendar year. Nearly all of this money would be spent by the borrowers at local lumber yards and other places of business and to local workers for skilled labor. GROSS INCOME TAX The state of Indiana has its own peculiar way of raising funds to operate the state government. Some states use a sales tax in its various forms. Other states use an income tax with certain deductions similar to federal income tax. But Indiana taxes gross receipts of practically every kind with very few exemptions. The result is, that a business may actually be operating at a net loss for the year and still be required to pay a substantial amount in gross income tax

to the state of Indiana. To make matters more complicated, Indiana has amended its gross income tax law, and this year requires a separation of incon>e between that received prior to July 1, 1957 and that received after July 1. For receipts prior to July Ist, the rates of tax are as follows: Wholesale sales, 44%; retail sales, 44%; all other receipts except for narrow exceptions, 1%. For receipts after July 1 the rates of tax are as follows: wholesale and retail sales, %%; all other receipts, except for narrow exceptions, 144%. Thus farmers, who normally 1 sell at wholesale, have a 44%> rate for the first 6 months of 1957 and then an increased rate of %% for the second 6 months. Retail merchants have a 44% rate for the first 6 months Snd decreased rate of-%% for the second 6 months. Most people such as wage earners, contractors, and professional persons will be in the 1% rate for the first 6 months and taxable at the .increased rate of 144% for the second 6 months.
Prior to July 1, retail merchants were allowed a $3,000 annual exemption while all others were allowed only SI,OOO annual exemption. Thus for 1957 all taxpayers are limited to a SI,OOO exemption, but retail merchants may take an exemption of $1,500 for the first 6 months of 1957 and an additional SSOO exemption for the last 6 months of this year. To the surprise of a number of people each year, sales of farms and other real estate are subject to gross income tax. The total gross price must be reported and tax paid, subject of course to the usual exemption a taxpayer has. If a husband and wife sell real estate they held in joint title, they may each report one-half the income on his or her separate return, thus receiving the benefit of two exemptions. Also, if the real estate sold is encumbered by a mortgage at the time of transfer, no gross income tax is due on the amount of the mortgage. There are certain exchanges of property of like kind that are exempt from gross income tax except for tax on additional ‘‘boot’’ money paid. The state of Indiana has been in much litigation regarding its attempt to tax sales of goods in interstate .commerce. If the imposition of the tax can be considered as a burden on interstate commerce, such taxation will be held unconstitutional. But the classification of sales is an involved process depending upon many factors, and the taxibility of each type of . interstate sales activity must be , determined separately. . The Indiana gross income -tax , has become very burdensome in recent years. It has been difficult , for taxpayers to raise the full amount of tax due each January. , As a result, the last legislature re- ’ quires employers to withhold gross . tax if they have 4 or more employes. This is to make the pay- , ment of the tax less painful. However, the total payment will still be very substantial, and taxpayers should take advantage of all exemptions and relief provisions under the law.
