Assails Handley's Party Dictatorship Bontrager Attacks Handley’s Efforts INDIANAPOLIS (UP) — State i Sen. D. Russel Bontrager said today that Governor Handley's efforts to dictate the Ist District Republican vice - chairmanship , “forfeited all right to continue to use his profession of ‘home rule’ as a campaign issue.” « Handley and Bontrager both are announced candidates for the GOP nomination for U. S. senator. Bontrager previously criticized Handley for permitting organizational .purges" by State Chairman Robert W. Matthews. “It has now been established that the latest purge—the one in Lake County—has resulted from the direct, personal intervention of the governor!” Bontrager said in a prepared statement. “Through the governor’s personal efforts to dictate to the people of Lake County whom they should elect as Republican vice-district chairman, he has forfeited all . right to continue to use his profession of ‘home rule’ as a camp paign issue.” ' Bontrager made a “public appeal” to Handley to “prove to the people of Indiana that he believed in the principles of free government which he so loudly proclams by. first, restoring to their jobs all who have been so ruthlessly fired, and then return to the duty elected precinct, county ■ and district Republican party offi- ■ cials the most basic of all American freedoms —the freedom of choice ” Handley directed the firing of Mrs. Marie St. John as Gary auto license bureau chief shortly after she was reappointed district vice-chairman against his wishes. Solh, in an interview with Unitr ed Press, said there would be “no . compromise whatsoever” with op- } position forces who have kept this < half-Christian, half-Moslem coun- . try in a turmoil for nearly two - weeks. f His words .apparently ruled out any chance that President Camille f Chamoun would bow to strong pressure and give up his plans to 1 amend the constitution so he could t run for a second successive term in September. Political sources in Tripoli, spawning ground of the uprising, said Chamoun’s ambition to succeed himself was a major point of contention. 1 Solh called the Cabinet into ses- ’ sion today to discuss again whether to lay charges before the Unit1 ed Nations Security Council that the United Arab Republic fomented the Lebanese trouble. Government reports said three truckloads of Syrians burned the Lebanese border post of Al Abboudyeh in North Lebanon after overwhelming the guards Monday They also disclosed that trouble ■ had spread to south Lebanon 1 with an attack that destroyed p| gendarmerie post in Tibine. G. E. Leighty, Railway’ Labor Executive Assn, chairman? - told the House Transportation subcommittee the railroads ought to compete for business and solve their operating problems instead of complaining about declines. “Frankly; we don’t Relieve-the railways want to Compete," he said. "They know there are certain areas where they possess such overpowering advantage that they don't have to fret about losing -anything.—They- donlt really, want to be bothered about anything else. "It’s too much trouble to carry passengers or any kind of freight that they can’t handle easily and, inexpensively without fear of , truck.or- -barge competition.” ... LeightjL said the railroads want to “get out of any part of their present business where- they don't have a monopoly status or where some effort and service are required to retain the business.” POUCW (Continued frotn rage one) In the House, Democratic Leader John W. McCormack said today his Space Committee has given the administration an agency that can surpass the Russians in space achievements if it is.run properly. McCormack's committee Monday night unanimously approved a bill that would create a powerful National Aeronautics and Space Administration. Final House passage of the bill was indicated for the end of the month. The bill would place all of the. nation’s space programs except 1 those considered primarily ..military under the civilian administration. . The question of sharing atomic weapons secrets with U. S. allies brought comment today from Rep. . Chet Holifield <D-Calif. t He said the French political crisis has bol- ■ stored the case against the United States sharing too many atomic weapons secrets.

Third street, started the Aaron Yoder heart operation fund with a contribution of $lO this morning, Wendell Macklin reported. Yoder will undergo an operation at Robert Long hospital in Indianapolis June 17 in which a hearthing apparatus, requiring special blood, will be used. Insurgents In Algeria Plan For Government Ruling Junta Plans Rival Government To Oppose Pflimlin ALGIERS (UP)-Algeria’s insurgent ruling junta, still defiant despite lukewarm support from . Gen. Charles de Gaulle, pressed plans today to organize a rival government to that of Premier . Pierre Pflimlin. • The government would be known as the Algerian Committee of Public Safety. Officially it would be only a coordinating organization for local committees. The group gave wide publicity to an unprecedented offer by Gen. i Raoul Salan, the Algerian army commander, to give a full pardon to any Moslem rebel who lays : down his arms and surrendersThe offer followed closely the Moslem-European unity program . publicly supported by the committee of Public Safety. The two strongly indicated the French settlers and army generals leading the revolt against the Pflimlin government were prepared to go it alone even without major support from De Gaulle. Belief in De Gaulle was still 1 strong, however. Raymond ’ Dronne, a former Gaullist deputy in the National Assembly, cabled Pflimlin Monday night asking i him to step down in favor of De Gaulle. Jacques Soustelle. De Gaulle’s World War II secret service chief who fled here from France last Saturday, told a crowd of 50,000 cheering settlers Monday night that De Gaulle’s heart was with themHe pointedly omitted other parts of De Gaulle’s press conference statements in Paris indicating the Free French leader would accept a return to power only by legal [ means. A spokesman for the Algiers committee, which now numbers 34 civilians and four army officers under Brig. Gen. Jacques |Massu, maintained claims that the three and a half-year-old war against Moslem rebels has slowed almost to a standstill. (In Paris, the Ministry for Information released a communique claiming 447 rebel deaths and 46 French soldiers killed in Algeria since the generals’ coup.) PFLIMLIN (Cnnibuied from Page one) services to De Gaulle. Chassin, who once commanded NATO air defense forces in central Europe, was said to have set up a “com- ; mitte of public safety South” in France.) A three-and-a-half hour cabinet meeting preceded the issuance of today's communique. “The measures of security 0 taken by the government." the communique said, “made it possible to paralyze extremist groups who were preparing acts of violence,” The communique gave no, further details and a government spokesman also refused further comment. However, Pflimlin himself announced in a radio broadcast Saturday that a group of 26 armed right-wing extremists were arrested while on their way to attack the prefecture at St. Etienne in cenral FranceSays Situation Under Control The government has announced the arrest of about 100 extremists of both left and right since the beginning of the present emergency.. g: ' . The government communique emphasized that the government has the situation in metropolitan france under control. i . Feighan < D-Ohioide-manded today that President Eisenhower expel Soviet Ambassador: ! Mikhail Menshikov for trying to I "cause dissension and political | disunity on the American scene.” Feighan charged that Menshikov "violated all displomatic precedents? by going “over t h e heads” of Eisenhower and Secretary of State John Foster Dulles and appealing directly to Coni gress to prevent rearming of Western. Germany. He said the appeal was made in a “propaganda handout" the Soviet Embassy sent members — of Congress on April 26. The statement also demanded representation for Poland and Czechoslovakia at a summit conference, Feighan said. Feighan charged, in a statement published in today’s Congressional Record, that this action "systematically violated the norms of behavior for diplomatic representatives.” These are the same words Russia, used in_ ousting John A. Baker Jr., second secretary of the Am-! erican Embassy in Moscow. The Ohio congressman said that, in view of Baker's ouster, any action short of expulsion of Menshikov “would be taken as a sign of weakness by the Russian despots.”
