The disclosure was made Monday by Howard J. Doggett, head of the department’s soil bank division, in a conference with members of the Newspaper Farm editors Assn. The editors group, headed by Richard Orr of the Chicago Tribune, is holding its , sixth > annual meeting here. Doggett “~said experience with conservation reserve program of renting fields and entire farms for 3-to-10 year periods had proved "our rates artT too low.” From 1956 through 1958. farmers signed contracts taking about 10.500,000 acres of land out of production under the program. Doggett said he hopes to boost the total another 10 million acres in 1959 and well over 30 million acres in 1960. Rental rates through the 1958 crop year signup, which closed April 15, averaged 89 an aart Doggett gave no indication what the 1959 rates would be. He said, however, a determination would probably be made within 30 to 60 days and that two sign-up periods would be held for the 1959 crop year—one in late summer and fall of tihs year and another next spring. . Doggett said success of the conservation reserve and the acreage reserve—the year-at-a-time landidling phase of the soil bank which expires after this year — in cutting farm production was “debateable.” He said Agriculture Department experts agreed that 25 to 35 million acres of cropland must be retired from cultivation before "you really start to bite into production.” Doggett told the editors that the House has voted 300 million dollars for the 1959 conservation reserve and the Senate has approved 450 million dollars. The final figure will be somewhere between those limits, he said. FIVE (Con Hr fled from Page one) cine.” > "The government's action is bound to discourage and make more difficult such cooperation in the future.’ Blades said- —— He said there had been "a num ber of competitive reductions in the price of polio vaccine.” John T. Connor, president of Merck & Co., said his firm's polio vaccine pricing decisions were made "independently in conformity with the law and the public interest.” He said there was “absolutely no substance” to the charge;.' A Parke Davis spokesman in Detroit said: “We have never conspired with other manufacturers to fix or control the price or the market for this or any other pharmaceutical product.” The firms could be fined $50,000 on each of the two counts of the indictment. ’ Trade in a good town — Decatur TERMITES 1 Free Inspection All work done to meet National Post Control Standards. Milk Price Higher, Farmers Paid Less Hike In Marketing Costs Is Detailed WASHINGTON OB — The American housewife paid one-fifth more for a quart of milk last year than she did a decade ago but the farmer got less. “Farmers in 1957 got 45 cents out of each dollar spent by consumers for milk, compared to 55 cents in 1947,” the Agriculture Department reported today. “The change was due almost entirely to increases in marketing costs—that’s why consumers paid more.” The average cost of e quart of milk throughout the nation last year was 24.2 cents. Os this amount, the farmer received 10.9 cenfs. Pickup men, * processors and distributors shared the remaining 13.3 certs. However, the Agriculture Department didn’t regard the price increase as much of a worry to the housewife. Because average incomes have climbed faster, “it takes a smaller part of your income now to buy a quart of milk,” the department said. •
