The ministers were pledging the West’s determination to maintain a continued tough stand against Russia's offensive; of “peace” offers, combined, with nuclear , threats. The 15 NATO foreign ministers met in a two-hour top secret session this morning to round off ther summit strategy. Only one aide accompanied each delegation chief. • Then they moved into their fifth plenary session. A sixth and probably final plenary session was scheduled for this afternoon. American progress in developing intermediate range ballistic missiles was reported to have strengthened the NATO position in resisting Soviet aims for a summit parley strictly on Moscow’s terms. That feeling was evictent here . as a seven-nation committee of ■ experts from the United States, Canada, Italy. France, Britain, Belgiuma nd Turkey was named • to draft the closing communique . of this Atlantic Council meeting. Ini’the communique, the foreign ministers were expected to announce their determination ,to continue plugging for an East-West - meeting with the Soviets, but not , on terms dictated by the Kremlin . ■ The communique also was expected to reaffirm: —The solidarity of the Western ■ alliance. —The determination of the West : not to let down its guard until ’ there is an East-West agreement I on controlled disarmament. i —The West's continued efforts to end the East-West nuclear . arms race. —The need for closer economic ' and political cooperation between ‘ the states of the North Atlantic ; alliance. The communique was scheduled ; for release late this afternoon, or i possibly late this evening. GAY (Continued from Page one) fiieodore S. Heller, 114; St. Mary’s, Lester H. On Saturday, 67 paratroopers were escorted out of Venice by Italian police after several tore down posters. A U. S. Army corporal was detained for a similar offense last Friday. 4.
