Information Sharing Defended By Dulles Gives Testimony To Senate Committee WASHINGTON W — Secretary of State John Foster Dulles said today that sharing of atomic weapons information and materials with America’s Allies "will enable us to build up what otherwise may become a disintegrating defense effort.” Dulles testified before a HouseSenate Atomic Energy subcommittee in support of President Eisenhower’s atom-sharing plan for strengthening Allied military might. The secretary tried to qllay congressional fears that such sharing might create new atomic, powers and thus complicate disarmament problems. He said that instead of hindering the plan would improve chances for "balanced” disarmament and control of nuclear weapons. The only atomic powers now are the United States, Russia, and Great Britain. France has announced she intends to test atomic weapons and become the fourth nuclear power. ' Rejection of the sharing plan, Dulles testified, would make it impossible for NATO Allies to use nuclear weapons. This would Russia in a position of such domi nance over Western- Europe that Allied defense efforts might fall apart, he said. Dulles said the United State? "does not seek to spread nuclea v weapons around the world beyond United States control.” fie re stated his view that "there should not be a promiscuous spread of nuclear weapons.” "We do not.” lie said, "wan* such weapons to get into the hands of irresponsible dictators and become possible instruments of international blackmail.
