Informed sources said the conversa- ■ tion dealt with preparations for a ' summit conference. The Big Three note was drafted in reply to a Soviet proposal calling for four-power ambassadorial talks beginning in Moscow Thursday to set up a foreign ministers’ conference. The foreign ministers’ session, in Moscow’s plan, would be followed by a summit conference whether or not the ministers made progress toward narrowing East-West differences -jon such issues as tiisarmanwnt and German reunification. Insist on Progress The United States and its allies have insisted that lower-level preliminary talks must go into issues and make progress before they will agree to a summit conference. Russia has tried to limit preliminaries to discussing time, place and composition of a summit conference. Diplomatic sources indicated the West is willing to begin talks on the ambassadorial level in Moscow- Thursday if - Russia’ insists. But diplomats were making no bets on whether Russia would | even sit doown with the Big Three on the basis of the impending Western note.

April 18 Deadline On Acreage Reserve Some Adams County Farmers Eligible Some farmers in Adams county are eligible to request agreements to enter the corn acreage reserve part of the soil bank even though they were unable to sign up during the regular period, Victor Bleeke, chairman of the local agricultural stabilization conservation committee said today. A certificate indicating that they attempted to sign up is required on a form available at the county office and requests must be signed by these farmers on or before April 18, he said. According to Bleeke, the additional money appropriated by Congress for this year’s program must first be offered to people who have already signed up, or who are on the waiting list. Since there are always some disapproved applications and some farmers who may not accept the offers now available, his new group in some cases may be accepted to use the remainder of the county allocation. t In order to be approved, however, farmers must show that they attempted to participate, visited the office during the period for signup and took some positive action to get in the program. Blleeke said that these applications would not be approved until April IS, at which time the county committee will be able to determine how much money is left to spend for the program. He urged farmers who feel that they are eligible under these conditions to visit the county office and file a certificate by April 18. LEGION (Continued from page one) April 22,.
