WHO PAYS FOB ARTICLES Lost hats, coats and baggage are experiences faced by even the wariest “diner out” and traveler. The question of who pays for such a loss is based largely on what the traveler did with his hat, coat, or suitcoat in the first place. If you hang your hat and coat on a hook near your table and someone walks out with them, you are out in the cold, both literally and figuratively. The restaurant proprietor is not liable for the loss, although he thoughtfully provided the latest in clothes hooks. Unless you give to the proprietor exclusive possession of your coat, and so place on him a responsibility and liability for its loss, the risk of loss is upon you. When you check your hat and coat through facilities provided by the restaurant, the proprietor is then responsible for any loss that occurs through neglect or failure to return the apparel to its owner. The same line of reasoning applies generally to your baggage. When you set the old Gladstone down in the station while you trot about buying tickets and making phone calls and return to find the bag missing, the railroad company is not liable for the loss. But, if you give your luggage to the agent to check or if you check it yourself for delivery at your destination, the carrier to whom you entrusted the baggage is responsible for its delivery. When baggage is checked for a through trip and ovep connecting railroads or bus lines and is lost, it is impossible for the owner to know by which bus or railway company the suitcase was mislaid. In

such a situation, the owner must always seek recovery for his loss from the first carried. The carrier to which the baggage is delivered *t the beginning of the trip is'generally Hable for any loss of baggage that may occur on the trip. . Often when baggage Is lost the railroad or bus company will admit liability and offer some small sum. about twenty-five dollars in settlement. Although the luggage and contents are worth considerably more, the traveler may find must accept the twenty-five dollars. The reason is the federal laws permit inter-state carriers to limit their liabilities on articles of baggage to a small sum. The carrier notifies the public of such limitations by placing it on the baggage check, by placing a sign in the baggage room to that effect, and by filing such limitations with appropriate federal agencies. However, the carrier must give the traveler the opportunity to declare the true value of his baggage and they must accept It for carriage! The carrier can charge a slightly higher rate where the value of the baggage exceeds the limitation stated on the baggage check. Tlie prudent traveler should therefore declare the true value of his luggage and their contents at the time he checks them with the carrier, even though it means a slightly higher charge for the carriage of his luggage. Annual Bond School Will Open Monday Annual Purdue Road School Scheduled LAFAYETTE—The 44th annual road school will open at Purdue University Monday morning, with an anticipated enrollment of 800 to 900 people during the four-day program. "The 1958 school has been planned to emphasize the importance of good planning and design in our net work of rural roads and state highways; the necessity for using quality materials plus sound construction practices: and the need for planning for better rural highway safety,” Prof. K. B. Woods, co-chairman of the school with Prof. Ben. H. Petty, stated. ! “Our ultimate objective is to aid county and state officials and all highway people in giving the public the best roads possible,” he added. The road school is open to all persors interested in road and street problems. Registration wiU begin at 8:30 a.m. Monday on the main floor of the Memorial Union building, and will continue throughout the school, John peters, chairman of the state highway department, will kickoff the program with a discussion of the future of Indiana's highway system, including plans for the next 10 years. This will be followed by a session reporting the research work under way in the joint highway research project at Purdue. Planning for highway safety,, for industrial development, county road management, and the inte- ' gration of land use and highway planning will be covered in a general session Tuesday afternoon.
