Revenue Service Aids By Telephone Fort Wayne Office To Aid Taxpayers Wherever possible, the internal revenue service will incorporate the most advanced developments in telephone service in providing tax information to Indiana taxpayers during the 1958 filing period, district director Sterling M. Dietrich of the Indianapolis office, said today. .... Most federal taxpayers, he said, can successfully complete a form, even where complicated tax problems are Involved, with help obtained over the telephone. The revenue service began its telephone assistance program three years ago and it has been expanded each year to aid taxpayers to greater accuracy in their forms 1040 and 1040A, Dietrich pointed out. The phone number to call in Ft. Wayne is A-7426. A special group of revenue agents is detaHed each day to man the phone battery. “Taxpayers needing information or advice shouldn’t lose any time in calling us,” Dietrich stressed. “Right now we can give quick, explicit service. As the filing deadline grows nearer, however, lines wiD become jammed. Naturally, we ask that every taxpayer who calls us have his or her return in hand, along with any records relating to the problem, and that they have all the necessary facts and figures in mind. i “My best advice, again, is: start to prepare your return now, go as far as you can, fill in and compute everything you can—then call us for help on the remainder. These articles are not intended to answer individual problems which require specific advice.) Debts Os Former Owner Are you the small businessman of this article’s title? Or is a friend of yours? Perhaps it is a service station, a “carry out,” a drug store, or the entire stock of a grocery store. In any case, legal advice before you sign can prevent you from being haunted by another man’s debts. There is a law in Indiana which gives creditors a chance to collect their just claims upon a business even after it has been sold. By foDowing r the terms of this law carefully you, as a buyer of a business, can protect yourself. This law is known as the “bulk sales law.” Unless you know enough about this law to use its protection, you may find yourself held responsible for the unpaid bills of the previous owner. Such a situation can, of course, mean ruin for a man who has put all his money into the purchase *and operation of his new business, with no idea that he might have to pay off the debts he himself never incurred. A tragedy? Yes, but it can be avoided by care before the Contract is signed. The “bulk sales law” applies to the sale of stock or fixtures, or any unusual sale of merchandise. The buyer must get an affidavit (a written sworn statement) from the seller, giving the names and addresses of aU of the creditors of the seDer, along with the amount of debts. If you, as a buyer, do not follow these requirements of the law, you may be held accountable to creditors for all the property that has come into your possession by virtue of the sale. Compliance with the "bulk sales, law” is just one of the many problems that will confront both buyer and seller in the sale of a business. Your lawyer should be called into the picture before you obligate yourself. The only legal advice you should listen to at this time is that given by your lawyer. It may be too late for complete protection after you have signed a purchase of sale contract. It is probably too late for absolute protection after you have paid the purchase price or any part of it. If you already have purchased a business without following this procedure and were not hurt financially, then take note of the fact that you are fortunate. Indeed, quite lucky!
