Use chicken bouillon cubes for chicken or pork dishes, beef bouillon cubes for pork or beef dishes. beef i |®boMiltonK \ aflj CHICKEN OR BLUB PORK OR PORK OtSHEg DKHK I' Fluffy Brown Rico 1/4 cup hotter or margarine 1 1/2 cupo uncooked rice 1 quart (4 cups) water 2 beef or chicken bouillon tubes 1/2 tup chopped green onion 1/2 teaspoon garlic powder 1 teaspoon salt 1/1 teaspoon pepper 1 tablespoon Worcestershire sauce Melt butter or margarine In a heavy twelve inch frying pan. Add rice, fry until golden brown. Add remaining S Ingredients. Stir until bouillon cubes are dissolved. Heat to boiling. Cover tightly, simmer for thirty minutes. Stir occasionally with a fork. | Yield: Six to eight servings. Any rice left over? Just store in a covered refrigerator dish—it reheats easily and keeps well! To reheat, place in saucepan, add a few tablespoons of water, cover tightly, and cook over low heat for a few minutes. Commerce Commission, the Federal Trhdc Commission, the Federal “Power Commission and the Securities and Exchange sionThese agencies adjudicate more disputes in a year than all federal courts put together. Their decisions on such matters as television permits, airline routes, ' railroad fares and gas rates have a multi-billion-dollar impact on the economy. Yet the members of these commissions are not always, or even
usually, chosen for their suitability as Judges. Many of them are not even trained in law. Maintain Standards Although some of them are men of high personal integrity who try to maintain the same ethical standards as judges, there is no law that requires them to do so. For example: By law and tradition, a judge is completely “unapproachable” when he is sitting on a case. Anyone who communicated with him privately in an attempt to
influence his decision would invite immedate imprisonment for contempt. The Administrative Procedures Act of 1946, which governs the regulatory agencies, says that commissioners should base their decisions on the official record in each case. But it does not explicitly forbid off-the-record attempts to influence their votes. On the other hand, there is at present no law which says that members of quasi - judicial commissions cannot accept gifts, , k
hospitality or other personal favors from persons or firms who have a stake in their decisions. Codes Lack Force The CAB, ICC and SEC have . self - imposed codes of t ethics which hold that it is “improperi’ . for their members or staff to ac- • cept "unusual" hospitality or i “valuable" gifts. These codes lack the force of law, and no : specific penalties are provided , for violation. The three other • agencies do not even have voluntary codes of ethics-

Several bills have been introduced in the House and Senate to remedy this situation. Some of these bills would simply forbid commissioners to accept any type of personal favor from persons affected by their decisions. Others would accord to commissioners the “unapproachable’ status of federal judges by making it a crime for anyone—including members of Congress — to communicate with them privately in an attempt to sway their decisions
