Overall Audit Demanded In Aid Program Ohio Congressman Demands Complete Audit Os Program WASHINGTON (UP) — Rep. Wayne Hays (D-Ohio) today demanded an overall audit of the U S. foreign aid program. He predicted it would “reveal shenanigans that will make Ali Baba and his 40 thieves look honest.” * Hays said if the House Foreign Affairs Committee, of which he is a member, refuses to make the study he is prepared to take bis request and his files to the Government Operations Investigating CommitteeAdministration fore e s were arming to battle increasingly loud charges of waste and inefficiency in the huge program. j * Secretary of State John Foster Dulles, appearing before the For ■•’vn Affairs Committee Wednesday to spearhead the administration's mive for its four-billion-dollar aid bill, urged members not to judge the entire program on the basis of isolated instances of misjudgment or waste. No Absolute Accnracy ._ He said the program is. .vitally essential to U.S. security in the world and told the committee: “In the middle of a hot war if you make ~a mistake and bomb the wrong target or deliver a load of ammunition to the wrong depot you don’t give up and surrender. The same thing should be true in a cold war. You simply can’t expect any cold war operation to be carried on with absolute accuracy and precision.
