Chicago Mayor's Proposal Scored Urge Existing Laws In City Be Enforced CHICAGO (UP* — Mayor Richard J. Daley’s proposals to eliminate firetraps and purge slumowners have stirred up counterproposals to enforce laws already in effect. Two organizations, the Chicago Insurance Brokers Assn and the Chicago Mortgage Bankers Assn., issued statements • Tuesday night saying the current building code has the necessary safeguards to prevent recurrances of the recent multiple-fatality fires on the South Side. Both organizations also took exception to Daley’s charge that “there is a minority of financial institutions and insurance companies which aid and abet slumowners by providing a steady flow of mortgage funds; by providing financial assistance for the conversion of residential units, and by providing the necessary fire ' and other insurance without which no building could exist.” Robert H. Pease, president c the mortgage group, said Daley’s statement was "unfortunate” in that it resulted in “widespread newspaper publicity detrimental to the mortgage banking industry.” Mortgage banking institutions which belong to the association do not “permit their funds to be used for illegal housing conversions, Pease said. He proposed that present housing laws be properly enforced, and that the-.city s realtors and appraisers mobilize to make emergency building inspections. In attacking Daley’s proposal to "prevail upon insurance companies to deny protection to owners of properties located in the alleged !slum area," Daniel J. Faulkner, president of the insurance group, said “Such a position by a person occupying high public Office will only give moral justification for the continued discriminations | against owners of well-kept properties already widely practiced by a large percentage of compajnies.” ' The insurance group resolved j “to continue refusing to place in-! surance properties that are in vio- J lations of the building code and that members will personally inspect.each risk.” Faulkner said...
