Y. —— A conductors strike today stopped New York Central Railroad through trains between Buffalo and New York. The company ' called it a “wildcat” walkout. The strikers, protesting the fir- ' ing of 10 “helper" conductors, set up pickets at main stops from Al bany to Buffalo. Railroad offi-J cials said they had no idea when the strike would end. “Helper” conductors fill in for ’ regular conductors when a tern- I porary vacancy occurs. They are not given regular conructor ratings. All 10 involved in the strike worked the Buffalo-Syracuse run. Leo B. Fee, the railroad’s vice president for employe relations, said Roy O. Hughes, president pf the International Order of Rail- i had telegraphed him' saying the way Conductors and Brakemen, strike “has not been authorized.” I According to Fee, Hughes j is “imperative pickets be discontinued and men instructed to go bac kto work immediately.” A total of eight trains in both directions "between Buffalo and i New York were cancelled. Egypt And Syria Expected To Merge Battle Plans Laid For Power Balance CAIRO (UP'-The “neutralist” | Egyptian-Syrian axis laid plans; today for a crucial political bat- ; tie next week with the Moslem j Baghdad Pact nations for the-bal-ance of power in the Middle! East. Egypt and Syria, backed by So- j viet arms and aided by Russian j proposals for a missile-free “zone i of peace,” are expected to an- i nounce their merger in a “fe’der-! al union" at height of the An- ’ kara meeting of the Baghdad Pact. Cairo Radio has attacked the! Baghdad- Pact meeting as "im- i . perialistic.” Syrian chief of staff, . Gen. Afif Bizri, declared in Damascus the meeting was aimed at , preventing the Syro-Egyptian fedieral union. "We should lose no time ful- i filling our unity plans,” he said 1 ‘/Any\ delay in these plans would afford imperialism an opportunity to destroy Syria and Egypt one after the other.” Informed Arab sources attributed the Syro-Egyptian unification plans directly to the Eisenhower Doctrine which has isolated the two neutralist countries from the rest of, the Arab world. The sources said Syria has found itself surrounded- by the "unfriendly governments' of Turkey. Iraq. ’ Jordan and Lebanon and is seeking the closest possi-1 ble alliance with Egypt as a mat-1 ter of life or death. Trade in a good town — Decatur

Baghdad Pact Committee In Session Today Seek To Strengthen Alliance Against Red Penetration ANKARA, Turkey iIF - T h e military committee of the Bagh-: dad Pact .met .here today to ! “strengthen the alliance’s armed forces against Soviet penetration* of the Middle East.” Gen. heres to the \military committee. Today's meeting was one at. a i serie* of preliminary conferences before the full meeting of—the pact next week when the United States will be represented by Secretary of State John Foster Dulles. Dulles was scheduled to arrive in Tehran today for important consultations with the Iran government before coming here. He stopped off in Morocco Thursday. The members of the Baghdad Pact are Iran, Iraq, Turkey, Pakistan and Britain. They have no joint command and they have i never held joint maneuvers as the NATO alliance has done. The ■ military planning organization ! has been in force only three ; months. Members of the Baghdad Pact I —which form a “northern tier" separating Russia from the Middle East—are beset by poor com-, munications and a lack of super highways, making military coop-
eration extremely difficult. Some projects under discussions include American-financed super highways. —— High Turkish sources said Russia’s penetration of Syria, just below the northern tier, changes the Strategic picture. They said Jt raised the possibility the Russians could arrange to use Syrian bases at Turkey's back in the event of war. Dulles is likely to hear pleas for more military aid from the Moslem members of the pact when he arrives. ‘ This was foreseen by Russia's stepped - up propaganda campaign, complemented by a, barrage of radio broadcasts from Cairo condemning the pact as “imperialistic” and laying the groundwork for union with Syria.
