Meanwhile, the U.S. Labor Department listed one Indiana area on the "substantial” unemployment list, and another industrial area just across the state line. Director William C. Stalnaker, director of the Indiana Employment Security Division, said that 95,799 claims filed for job benefits last week did not represent an actual picture of the number of claimants. He said the total, an increase of 3.500 over the week before, included a holdover of about 6,000 claims covering weeks_ including holiday pay which had to be deducted » Nevertneiess, Stalnaker said one large layoff last week plus scasnnal slackening in construction and outdoor work and production slowdowns and short work weeks kept the state unemployment total high. Stalnaker said about 73,000 of last week s claims were from persons out of work a week or more. In Washington, the Labor Department listed South Bend on the "substantial —labor surplus" list. Louisville, Ky., is among 21 areas added the 6 per cent unemployment list in the last two months. Hundreds of Indiana residents work in the Louisville area. To Appeal Ouster As Welfare Head Owen Coihity Lady Charges Politics SPENCER (UP)—Mrs. Mildred Howard said Wednesday she would appeal her ouster as Owen County welfare department director. She termed the firing “purely political.” The County Welfare Board voted unanimously Tuesday night to discharge Mrs. Howard as director effective April 1. A spokesman said the action was taken because“a periodical appointment of directors is necessary to bring about a thorough examination of the office.” Mrs. Howard has been director for 12 years. She said she would appeal to the State Personnel Board Appointments as welfare director are supposed to be nonpolitical. The law requires just cause for removing a director. They are playing politics,” said Mrs. Howard. “I can play politics, too. But if I wanted to, I would get out of welfare'work." The circuit court judge appoints members of the welfar’e board. The Owen Circuit judge is William T. O'Neal, a Republican. O’Neal was appointed by Governor Handley a year ago to sue- ' ceed a judge who died. Owens County recently feuded with State Fire Marshal Jay Foster when he ordered repairs made qn the Owen County Heme. Inspectors called the home a "firetrap.” Reports said state funds were ordered withheld from 12 old age ' assistance recipients living at the home pending proof the county had made Foster’s recommended repairsSen. NINE (Continued from page one) —Cancelled the 6 p.m to 5 a.m. curfew Imposed during the revolt —Announced a general amnesty for all exiles. This meant that political figures banished from the country, could now return. The first announcement of the overthrow of Perez Jimenez came at 2:30 am. and great throngs roared through the streets hours later. In areas where crowds battled government troops with clubs and Molotov cocktails Wednesday there was total confused happiness today. Perez Jimenez’s private DC-4 was seen leaving the airport here and diplomatic sources said he was fleeing to the Dominican Republic which already had given haven 1 to some of his previously ousted officers. May Join Ousted Leaders Diplomatic sources said the 43-year-old president would join National Security Chief Pedro Estrada and Defense Minister Gen. Romulo Fernandez who went to Ciudad Trujillo in the Jan. 13 government shakeup following the abortive Jan. 1 revolution. The situation in Caracas was outlined to the nation by a series of radio broadcasts in which all the nation’s radio and television stations were hooked up into one network. One broadcast told the populace the 6 p.m. to 5 am. curfew imposed by Perez Jimenez was in effect but the populace ignored this. Within minutes cars raced through the city honking their horns while people shouted “liberty” from their windows. Telephones were tied up by friends calling with the news. The broadcasts emphasized that all units of the armed forces were in agreement. Fabricio Ojeda identified himself as president of thd patriotic junta and assured the fullest cooperation with the different army corps and other military groups. Newspapers which closed for the general strike prepared to publish extras. 200-300 Reported Dead Diplomatic sources in Washington reported between 200 and 300 dead and up to 1,000 injured, but estimates in Caracas placed the number of dead closer to 145 Jails were filled with prisoners and hospitals were overcrowded with the wounded and dying; The revolution, inspired by an air force revolt on Jan. 1, began as a general strike shortly before noon Tuesday. Street fighting broke out immediately and the uprising spread throughout the country. Angry crowds swarmed through the streets shouting "down with the dictator! down with Perez Jimenez!” Secret police answered with tear gas and rifles. The rebels fought back with arms of their own until victory was won. An announcement over Radio Caracas said all of the armed forces were "in accord” with the group which deposed the government and that their only desire was to restore freedom and democracy to Venezuela. Shortly before the radio announcement a presidential escort was seen speeding toward Carlota airport, past the flaming suburbs. Caracas Radio later announced the formation of a military junta headed by Adm. included four colonels—Angel Romero Viiiate. Renews Appeal For Direct Primaries Handley's Use Os Patronage Scored INDIANAPOLIS (UP) — State Rep. Laurence D. Baker (R-Ken-dallville) announced he was not a candidate for re-election as Noble County representative Wednesday. At the same time he called for direct primaries for “state offices and U.S. senators.” “It is unfortunate,” Baker said, “that Indiana is one of but four states that does not permit the people to select these candidates.” “The direct primary may not be the complete answer,” Baker said, "But it would be an improvement of the present situation in the Republican party whereby a small group of political leaders select the candidate for the Senate, and with the patronage weapon, practically block any successful aspiration of able and experienced legislative leaders like our congressmen from advancing in governmental service through choice of the people.” Observers interpreted the statement as another blast at Governor Handley’s use of patronage in his fight for the U.S. Senate seat being vacated by William Jenner. Observers believed it meant Baker would back Rep. E- Ross Adair of Baker’s Sixth District in the race for the GOP senatorial nomination this summer. Baker failed in his efforts to I push a statewide primary law through the Indiana Legislature in hip seven terms as representative. He was named House Republican member of the State Budget Committee by the last four governors. He has been chairman of the committee which holds the state's purse strings for the last six years. His long tenure on the committee is the longest in Indiana history. Abandon Search For Missing Airplane AGNA. Heart Attack Fatal To Wisconsin Solon Collapses At Lunch In House Restaurant WASHINGTON (UP)—The Capitol’s attending physician said today he doubts lawmakers would live any longer if they all resigned from Congress and became business executives. “The tensions would be about the same,” observed 70-year-old Dr. George Calver who has been doctoring congressional ailments for 29 years. "Anyone who holds a responsible executive position — whether it's in a business firm, a government agency, or here in Congress —is bound to be under pressure,” he said. “Worries and responsibilities put a drain on any man." Calver spoke in an interview about mounting concern among members of Congress over the • recent high congressional mortality rate. In the Capitol corridors I and cloakrooms, it was a major topic of conversation. ; The lawmakers confessed they . were badly shaken by the sudden , death Wednesday of 65-year-old Rep. Lawrence H. Smith (R-Wis.) Smith collapsed with a heart attack as he was sitting down to lunch at the House restaurant- A number of his colleagues saw him die.
