ANDERSON (Continued from page one) Upturn in Economy The debt has been hovering within a few hundred million dollars of the legal limit for several months. In the budget message, the President told Congress that the government would end the present fiscal year June 30 with a deficit, Many Democrats and Republicans agreed the President probably was too optimistic about the business outlook. They figure the government’s income will fall short es-the President's spending program. Spending May be Higher In addition some Democrats claimed actual spending for some programs will be higher than the President said. They charged he resorted to unrealistic bookkeeping practices to hold down the total. « Congress could touch off a* big economy drive that would cut spending but the outlook for major congressional economies is dimmer than at any time in recent years. Key Democrats already were talking about launching a drive to hike defense spending over the levels proposed by the President. Chairman George H. Mahon (DTex.) of the House defense appropriations subcommittee said it might be necessary to make ‘‘some increases’’ in funds sfor ■ballistic missiles. - OPPOSITION (Continued from page one) missiles. The two services were reported ‘‘worked up" over which one will do it. * —The administration — acting only one day after submission of the budget — planned to send to' Congress a bill carrying out the President’s 500 million dollar pay raise for the armed forces. —Strict secrecy was clamped over an impending second test shot to put a small experimental Vanguard satellite into orbit. Officials indicated the launching would—not come at the Cape Canaveral, Fla., missile range before the weekend.

Sarah Churchill Is Released From Jail Freed Under Band To Appear On TV Show ’ MALIBU, Calif. (UPl—Actress Sarah Churchill stars today in a ccfast - to - coast color television show despite a legal hangover from a fling that landed her handcuffed in jail on a charge of drunkenness. The red-haired green - eyed daughter of former British Prime Minister Sir Winston Churchill was arrested by sheriff’s deputies at her home Monday after the telephone company reported she had been using overly lurid language for two tiburs on their wires. Miss Church's case in Justice Court was put off until Thursday and authorities released her in SSO bail so she could appear on the NBC-TV “Matinee Theater’’ performance of “The Makropoulos Secret ”. Director Walter Grauman said the 43 - year -old actress was “okay” on her lines at rehearsal and he was confident that "Sarah will do all light” on the show. Deputies Barney Miller and George Gentzvin described the actress as “obviously drunk” when they arrived at her home early Monday. The officers said they attempted to quiet Miss Churchill and sought to leave without ‘makipg trouble.” But Miller said the actress jumped into their patrol car, sat on Gentzvin's lap and refused to get out"She still had a drink in her hand,” Miller said. "She kept up cussing and talking about how London was going to bomb the United States. She said, ‘There will always be an England, but I’m not too sure of the United States.' ” Farm Congressmen ■ ■ Oppose Budget Cuts Oppose Proposed Cuts In Farm Aid
WASHINGTON (UP) — Farm belt lawmakers condemned today as “wholly unwise” and “unrealistic” administration budget cuts in agricultural conservation and lending programs. But .one congressional farm leader. Sen. Milton R. Young (RN.D.). conceded the drive to boost defense spending may induce Congress' to approve some cuts in farm aid. President Eisenhower’s budget for the 1959 fiscal year, beginning next July 1, proposed that Congress cut the advance aiithorization for the agricultural conservation subsidy program in the 1959 crop year to 125 _m ill ion dollars—half the amount approved for 1958, Eisenhower also suggested slashes in new funds for federal loans to rural electrification and telephone cooperatives and direct loans to farmers through the Farmers Home Administration. The President said he would propose legislation to enable REA cooperatives and farmers to get more loans in —the commercial money market. These proposals would force REA cooperatives “to pay tribute to private bankers and drive up the cost of electricity to farmers,” said Rep. Jamie L- Whitten (DMiss.), chairman of the House Agricultural Appropriations subcommittee. Whitten, long-time defender of the conservation subsidy program, also called Eisenhower's proposal to shave this item “wholly unwise.” Promising “thorough hearings” on the budget before his subconu mittee, Whitton said he was “very disturbed” at administration proposals to cut new appropriations for watershed development. Defense needs can be met by “cutting out waste in the present defense .program" rather than reducing farm aid, he said. Rep. H. Carl Anderson (Minn.), senior GOP member of Whitten’S; subcommittee, said he told Agriculture Secretary Ezra Taft Benson Monday the cuts .were “unrealistic.” . Young, member of a Senate subcommittee on agricultural appropriations, announced he will oppose the President's proposals on conservation and ■credit. Federal funds for farm ownership

S. airliner, eastbound from New York with 51 passengers aboard, landed safely here today despite defective landing gear which caused it to skip a scheduled stop in London. None of the Trans-World airliner’s passengers’ or crewmen was injured. The pilot brought his big SuperConstellation in safely after circling the big Rhine-Maine Airport for an hour in an effort to use up his excess supply of gasoline. The big plane was scheduled to land first in London, but when the defect in the landing gear developed, it was decided to fly directly to Frankfurt. The decision to overfly Britain was helped along by the fact that 37 of the 51 passengers on board were headed for the German city. Rhine-Main Airport, one of the busiest in Europe, promptly went on an emergency basis. Fire trucks, ambulances and emergency vehicles were called out to help. The pilot made seven sweeps of the field before easing the giant, four-engine aircraft down to a i safe landing. ‘ —
Investigate Series Os Train Accidents Fog-Shrouded Train Accidents Probed CARY, 111. (UP)—Railroad officials today investigated a series of fog-shrouded train accidents which killed two persons, one of them a flagman.trying to prevent a two-train collision. About 80 persons were injured in the crash, of two Chicago-bound North Western Railway trains Monday morning, 27 of them received hospital treatment and about 50 were treated for minor injuries at the road’s Chicago dispensary. Clyde Fitzpatrick, president of the C&NW, ordered a full - scale investigation of the accidents. Killed were Mrs Grace Levine, 55. Crystal Lake, 111., and F.V Fillipelli, 32, Green Bay, Wis., the flagman. Mrs. Levine was killed when she apparently got out of her car at a crossing and stepped onto the tracks in a thick fog to see if a train was coming. — She was struck and killed by a commuter train which threw her body 100 feet. The train was halted by the accident and another commuter train stopped behind it and the line’s Rochester Special en route from Rochester, Minn., slowed as it approached the scene. Fillipelli, a flagman, saw a fourth train approaching from the rear and dropped flares as a warning. The train? a commuter, rammed the Rochester Special from behind, pinning Fillipelli in the wreckage ■
