United States Turns Thumbs • * Down On Plan Specific Disputes Must Be Settled Before Any Pact WASHINGTON (UP)—The United States has turned thumb? down on either a “summit" meeting or non-aggression pact with Russia unless specific East-West disputes are settled, first,authoritative . sources said today. Officials belittled Russia’s announcement of a 300.000-man cut in Soviet armed forces, and indicated this country will not accept Moscow’s challenge to match it. They said Russia, if the cuts are real, is trimming its military manpower because of increasing destructive power in modern wapon s lyithout losing any of its striking potential. They said this country is doing the same thing, and pointed to U.S. military cuts of about 900.(XX) men since the Korean War. Soviet Premier Nikolai Bulganin. in a letter to President Eisenhower last month, called for a chiefs—- of- state conference, a non - aggression pact between the North Atlantic Treaty Organization 'NATO' and the Communist Warsaw Pact r a nuclear-free zone • in central Europe and an immediate halt to nuclear testing. Sub-Zero Cold Wave Surges On Midwest Evacuated Texans Return To Homes By UNITED PRESS ?The second sub-zero cold wave of the new year surged into the Midwest and the outer fringe of the cold air pushed as far south as flood and snow battered Texas. Weathermen said the colder air was expected to overspread most of the eastern half of the nation by tonight. «■ ‘ The cold front brought clearing skies to Texas, enabling hundreds of families to return to their homes as floodwaters in the southern portion of the state receded. The floods, stemming from a two-day rainfall that dumped up to eight inches of water on the Corpus Christi area, forced more than 1,500 persons from their homes Sunday and Monday.
