Grand Jury Indicts Ex-State Official Former State Tax Official Indicted INDIANAPOLIS W — A grand jury today indicted former state tax official Frank Noll Jr. on a charge <?f embezzling $35,110 in public mdney. Noll was\ administrator, of the Intangibles Tax Division before shortages found in his office resulted in his .ouster July 12. Examiners for the State Board of Accounts ..discovered Noll deposited money he received from sale of intangibles tax stamps into his own bank account. Shortly after the discovery and a shortage of more than $300,000 in the office of Perry County 'treasurer Earl Kieser, Governor Handley ordered a review of accounts board auditing methods. The indictment returned by a Marion County grand jury accused Noll of converting intangibles tax money to his own use. THREE PLEAD (Continued trum Page One) pending appeal. He also is charged in other phases of the scandals. Sherwood formerly was Indiana adjutant general and Sayer was administrative assistant to ex-Gov. George N. Craig. They returned here from their Florida real estate development recently when the charges against them were announced. •* Both testified before a Marion County grand jury investigating the scandal last summer. They were not .indicted at that time. STUDY (Continued from Page One) They said it is unknown yet to what extent the other regional groups want closer ties with NATO. UNITED STATES (Continued from rage One) guard,” he said. Hagen declared that the Vanguard project's 21-inch scientific satellite. still scheduled for launching in March, would be superior "in some ways’ to Russia's bigger Sputnik 11. He said Vanguard would have “a tremendous amount of instrumentation in it." heavF (Continued from Page One), lies were forced to flee when the Wabash and Little Wabash rivers overflowed their banks. EDUCATION (Continued from P&ge One) four-year affair with some "phasing out" necessary for students and teachers who receive federal grants near the end of the fouryear period, Folsom said. The administration does hot view the program "as a permanent federal responsibility in the usual sense of that term," he addedJThe federal government would assist states—not supplant them—ann eventually federal support would not be needed as state, local and private action is geared up to meet national needs. Folsom said that in states where i laws prohibit use of public funds for parochial or private schools, the federal government would underwrite the cost of aptitude testing and student counseling in these Standards and procedures would be established by the states themselves. Handley Predicts More Industries Continued Progress Foreseen In State INDIANAPOLIS (IP) — Governor Handley said today the coming year will see a continuance of progress and prosperity in Indiana with new industries cheating more jobs for Hoosiers. "We have been getting almost 10 new industries a month in Indiana,” Handley said. “We will continue to attract new industry with our debt-free status and healthy tax climate.” “ The governor predicted the new year will bring many improvements, including highway expansion, a decision on whether a seaport in the Burps. Ditch area of Porter County will become a reality, and a further business boom ( in southern Indiana with completion of new power plants at Terre Haute and Jeffersonville. The year also may be a “crucial” one for Handley. He said he will decide by February whether he will seek the U- S. Senate seat to be vacated by William E. Jenner.
Strike Threatens Mail Order Chain Clerks Announce Strike January 6 WASHINGTON (UP) — The Montgomery Ward mail order and retail chain today faced the threat of a strike on Jan. 6 unless it comes to a contract agreement with its clerks. The Retail Clerks International Assn, announced Sunday it will strike againsi "key stores” in the chain a week from today if no wage agreement is reached. James A. Suffridge, president of the union, said in a statement the strike call resulted from five months of “fruitless negotiations" for pay increases. _ The union said it planned “to close down selected Montgomery Ward stores in each of the union’s seven regions on Jan. 6 with the probability that the strike will be extended to other key stores in succeeding weeks if a prompt settlement is not effectuated." No specific stores were named, A spokesman for Montgomery Ward in Chicago said, however, that the union represents only 53 stores and some 3,500 employes. He said the chain has 565 stores and 65,000 workers. The spokesman said Montgomery Ward management met with the clerks' union in August and offered a wage increase but not the across-the-board type the union wanted. / He said “you cannot bargain across the board in a chain of retail stores because you’re competing with the drygoods dealer across the street ar J are therefore forced to * keep your raise on a merit and local basis.” Paul Conrad Speaker At Boy Scout Meeting Paul Conrad, a former Golden Golves contestant. - will speak to the members of the American Legion Scout troop 63 at 7 p.m. Thursday in the scout room at the Decatur Youth and Community Center. Conrad will demonstrate the various skills of boxing with the aid of an assistant. Scouts having boxing gloves are asked to bring them. All scouts of the city are invited to attend, and members of the Legion troop are urged to be present.

She was among a group of 82 students who came in contact with a rabid mongrel pup smuggled Into the Alpha Omicron Pi sorority at Florida Southern College, Lakeland, Fla. Health authorities wired the Polk County Blood Bank, Lakeland, warning that Miss Kell had been a blood donor before leaving for her Christmas vacation. Her blood was then removed from the bank’s inventory. The rabid dog died after being at the sorority for about a month. (International)
Farm Operators To File Tax Returns To Determine Tax For Social Security Any farm operator whose gross income in 1957 was at least S6OO or whose net profit was S4OO or more is required to file a federal income tax return to determine his liability for social security tax, reports Christian H. W. Luecke, manager of the Fort Wayne social security office. For most farmers February 15 is the deadline for filing. If the net profit is S4OO or more, payment of the 3% f < social security tax is required by law even though a person may have no income tax to pay. If a farmer has net income of less than S4OO, but gross income of at least S6OO, he may elect to pay social security tax under an optional method. If the gross income is between S6OO and SIBOO. he may pay social security tax on % of the gross amount under this option. If the gross income is SIBOO or more, he may choose to pay on SI2OO or on his net income unless the actual apt; is over SI2OO. Social security t|x* is then due on the actual net id come. It is important that anyone who pays the social security tax shows his social security number both on Ipym 1040 and on schedule F. advised Luecke. The social security administration cannot credit earnings to the account of a person whose social security account number is not shown. It is equally important that the amount of the net profit be clearly reported. Tax returns are filed with the internal revenue service, and they are due from any farm operator who meets the conditions described above. Landlords who. by agreement with their tenant, participate materially in the production or management of the crop or livestock are also classed as farm operators. Other farm landlords are exempt from the payment of the social security tax and their income from farm land they lease out to someone else cannot be credited to their social security account. The social security tax is payable, remarked Luecke, even though a person may be past age 65 or receiving monthly social security benefits. The only test to apply is whether or not a person is classed as a farm operator. Trade in a good town — Decatur

Kidney Transplant Twin Dies Saturday Missouri Girl Does At Boston Hospital BOSTON (ffl — The family of kidney transplant twin Delores Huskey, De Soto Mo., today- were completing plans for her funeral. Officials at Peter Bent Brigham Hospital said Mr. and Mrs; Victor Huskey have not announced the time of the services. The 15-year-old girl died Saturday night. She was the second person in history to die after a kidney transplant 'operation. She received a healthy kidney from her twin, Doris, four months ago in the seventh such operation ever performed. Doctors said her death was caused by nephritis, the disease which originally had involved both her own kidneys and later struck at the successfully transplanted organ. They said the transplanted kidney functioned normally for more than two months but there was increasing evidence "over the last few days that the disease had spread.” Jimmy Foster, . 14, Pocatello, Idaho, died Dec. 8 after a similar kidney transjjani. He succumbed 13 days after receiving a healthy kidney from his twin brother, Jerry, at the same hospital. — Some Os Court House Offices Close Tuesday According to a notice on the court house doors the offices of the court house will be closed Tuesday. The court room and clerk's office will remain open, however. No one has cofne up with any authority for the closing a day before a holiday and it has been hinted that each employe who takes the extra day off could be docked. Whether the state board of accounts will reduce each employe’s salary for the extra day is not known. Judge Myles F. Parrish said that he could find no authority for the closing the day before a legal holiday and that his’office and the office of county clerk Richard Lewton would remain open to'lransact business. Offices will be closed Wednesday.

Says Palace Guard Runs Government -.4 Asks Eisenhower To Resign Temporarily WASHINGTON UP) — Chairman Emanuel Celler (D-N.Y.) of the House Judiciary Committee has called on President Eisenhower to resign temporarily if he has to continue being a “president in name only." Celler charged that a “palace guard" made up of Presidential Assistant Sherman Adams and a few Cabinet officers—"men never elected to serve"—was running the government. The New York Democrat, whose committee for two years has been studying legislation that would determine when a president was disabled, urged in a statement Sunday that Congress act on the problem this; year. Rep. Kenneth B. Keating (N.Y.), top-ranking GOP member of the Judiciary Committee, agreed that passage of a disability bill was "highly important.” But Keating attacked Celler’s statement on the President’s present ability to run the government as a "purely political diatribe against the President and his* associates." “President Eisenhower—not any committee or palace guard—performs the functions of the presidency and is the kind of man who will tell the country so if he should become unable to act as president," Keating said. i Trade in a uood town — Decatur
