Varied Views Over Value Os Homework Varying Opinions Held By Educators By LOUIS CASSELS United Press Staff Correspondent WASHINGTON (UP) - When Junior complains that homework is a waste of time, he has a good jnany educational authorities on nis side. But there also are experts you can quote when you tell him that homework teaches him independent study habits, stimulates initiative and responsibility, and gives him necessary practice in basic skills. A survey by the National Education Assn, shows a wider range of professional opinions on the value of homework than on any other question of school policy. Some educators favor starting homework at about the fourth grade and stepping up the assignment load each year through high school Others would abolish homework altogether in favor of supervised study periods at school. All Shades of Opinion Between are all shades of opinion and practice. Even in the same school system, homework policy may vAry from token assignments which are more recreational than educational, to heavy doses of outside reading and "research projects* that require several hours ah evening for a child to complete. The NEA survey revealed that hqmework is a matter of almost universal concern to parents who have the responsibility for seeing that it gets done’ (and who are often faced with demands for help which they should not—or cannot—give). Some protest that excessive homework assignments disrupt family activities, create tension in the home, and prevent children from getting the sleep and recreation necessary to health. Others insist on homework for their children, to keep them busy in the evenings, or to get an idea of what kind of progress a child is making in school. What NEA Found While there is apparently no single statement aoout homework that would command a unanimous vote, NEA researchers found that the preponderance of expert opinion now holds that: —Conventional homework assignments have “little value” for younger ’ children, and could well be eliminated in the lower elementary grades. -Well-planned, “creative” home work has a place in upper elementary and junior high grades. But: it should be limited to an hour a| day; in senior high school, a maximum of an hour land ahalfanight mum of an hour and a half a night is recommended. —Home assignments should be held to four nights a week, with week-ends and one evening in the middle of the week left free for family activities, social life, development of outside interests such! as art and music, and other non-: school pursuits.' —Homework strand never be' assigned as punishment for individual or group misbehavior in class. „ Reckless Walking BRIDGEPORT, Conn. Urges Housewives Cut Down On Buying Suggestion Bv Ike
To Combat Increase WASHINGTON (IB — President” Eisenhower today advised housewives and other consumers to buy less to .combat rising living costs. At- first, he said he was afraid he would have to beg off answering a news conference request for advice on coping with the cost of living, which has risen steadily for the past 13 months. But then he added that about all consumers can do is to buy less in a period of higher prices and increase their purchases when prices are declining. He noted that the cost of living has risen between and 6 per cent in the past four and one-half or five years, but said he believes ' living costs are steadying now. He attributed the slow-down mainly to the administration’s monetary and, anti-inflationary, policies, but' conceded there has not been complete success. He said rising prices are inevitable in a system of free government and free enterprise during a period of dynamic upward surge in business activity such as employment, construction and industry! expansion. In some ways, he said, it is a bit miraculous that prices are not higher. As to the recent decline in the stock market, the President said his economic experts consider the dock market more as an index of he confidence of the people than a barometer of the national' econony. The experts felt that the stock market had gone unjustifiably high, he said. The President said he saw no need at this time to call a White House meeting of business and labor leaders because of soft spots in the national economy, such as increased unemployment in factories.
