Nov. 12 Is Election Day In Philippines Difficult Task For Voters At Election Editors Note: November 12 will be national election day in the Philippines. Th* main attraction is the contest for the presidency. In the following dispatch, United Press Correspondent M. P. Sarmiento gives a picture of the latest developments on the Philippines Political scene. By M. P. SARMIENTO United Press Staff Correspondent MANILA (UP) - The Philippines’ 7% million qualified voters go to the polls Nov. 12 to pick the man to run the 11-year-old republic for the next four years. But the voters will have a difficult task in making the choice. For never in the Philippines postwar history have they been called upon to exercise their right to vote amidst such confusion as exists in the current political campaign. In addition to seven candidates for the presidency, the voters will have to pick a vice president from among five candidates, and eight senators from 48 candidats put up by six political parties—for a total of 60 aspirants for national offices —plus the entire membership of the 104-seat House of Representatives. j ■ Eeltow. IMS- Form , •' Z'VJ The Philippines have modelled their govermental system after that of the United States. But there is one big difference. In the Philippines, candidates tor the presidency and the vice presidency run separately. Hence, a president may have a political enemy as his No. 2 man. Running for president are incumbent Carlos P. Garcia, and Jose Yulo, Claro M. Recto, Manual P. Manahan, Antonio Quirin®, Valentin De Los Santos and Fernando U. Gonzales. The last two, however, are completely unknown to the people and probably can be written off. For the ruling Nacionalista Party <Np), the standard bearer is 61-ycar-old Garcia, who succeeded to the presidency after the death of President Ramon Magsaysay in "a plane crash on a Cebu Mountain peak last March 17. Representing as he-does the administration majority party, Garcia has all the advantages. Pledge Magsaysay Policy Basically, the NP claims to have been chosen to carry on where Magsaysay left off. It also claims the Filipinos never had it so good, with bigger employment, peace and order, low prices, land for the landless, booming industries, cooperatives, producer incentives and higher food production. Economically, the NP says the country is strong, the peso is stable and trade is being developed outside the U.S. market. It adds that roads arc being built everywhere, especially Barrio (village) roads, and artesian wells, a pet project of the late Magsaysay, arc sprouting everywhere. Strongly Oppose Communism Garcia himself, like Magsaysay. believes in the regeneration of the masses as the “true salvation" of the Philippines from the clutphes of Communism. Under his administration, the Philippine Congress approved a law outlawing the communist party of the Philippines. The former vice president and foreign secretary pledges closer cooperation with the non-commu-nist world, particularly the United States. He was the Philippine delegate to the founding session of the Unit-

Iff) — Benjamin Fine, education editor of the New York Times, predicted Friday night that the "next big battle for integration” will be in Virginia after Christmas. Fine, who covered the Little Rock, Ark., dispute, said four counties in Virginia have been ordered to integrate but the order has been postponed. “After Christmas we shall see another Little Rock,” he said.
French Bitter At National Assembly Defeats Pinay In Government Effort 'PARIS (UP)—A wave of popular revulsion swept the country today against France’s capricious Parliament and the humiliating defeat it inflicted on Antoine Pinay in his attempt to form a government. Not since the days of Marshal Henri Philippe Petain has a nation been so bitter against the National Assembly which is divided into 13 separate parties and unable to form a majority. The assembly voted 248 to 198 Friday night against installing Pinay as France’s 24th postwar premier despite his urgent pleas that 20 days of government crisis has harmed France at a time of international tension and threatened economic chaos at home. Paris newspapers belabored the assembly, but the man in the street was the bitterest.. Observers said they had seen nothing like it since Petain’s Vichy regime, following collapse of the third French Republic in June 1940 under the onslaught of Nazi panzers. New elections appeared almost certain since no candidate for the premiership was given a chance of forming a stable government The movement to bring in a strong man to lead France gained ground once more. Sixty members of the 596 deputies did not vote when the assembly gave Pinay, a right-wing conservative, one of the most overwhelming defeats in recent years. Os these, 21 were Gaullists (now Social Republicans) who abstained in hope Gen. Charles de Gaulle might be returned to power. President Rene Coty decided to move fast to stem the mounting cry for a strong regime and called in three former premiers today; Socialist Guy Mollet, Catholic Popular Republican (MRP) Robert Schuman and Radical -Socialist Henry Queuille. Health officials said a teenage boy died from “pandemic” flu, the same type which swept the country following World War I. The post-war illness took thousands of lives and was more virulent than the present epidemic. BRITISH RULER (Continued,on Page Five) At the dinner in the Pan American Union, Dulles in a toast to the Queen called for-■ '‘inoreusing exchange and contacts” between the United States and Great Britain to cope successfully with new problems of the future. The Queen, in an answering toast, called .for “unfettered exchange between men of ideas” if freedom is to survive. She followed protocol and asked that the guests “rise and drink to the health of the President of the United States.” After two church services Sunday, the royal couple will get a breather from the official round of appearances. They will motor to Middleburg, Va., to the farm of Paul Mellon to inspect his Thoroughbred horses. Coming Attractions At Adams Theater "Silk Stockings,” the lavish Cole Porter musical comedy which played to crowded houses as a Broadway stage show for two years, is the important screen attraction at the Adams theater Sunday, Monday ’and Tuesday.
