Curtis States Legislation Needed COLUMBUS, Ohio (UP) — A member of the Senate Rackets Committee today proposed federal legislation to protect workers, employers and the public from corrupt labor officials and practices. “Legislation is badly needed"Sen. Carl T. Curits (R-Neb.) told the Ohio Chamber of Commerce. “We must by law bring about such reforms and corrections that will protect the rank and file of men and women who work...employes... the general public from those practices and individuals that dominate, plunder, ' corrupt and destroy.” He outlined a program of legislation to curb union activities. He recommended laws: To require a thorough accounting of union dues and welfare funds to 'prevent their misuse. To prevent more effectively the use of union funds for political purposes, such as political contributions. To assure greater control of unions by members. To outlaw the secondary boycott. To prevent the concentration of unionpower by groups of unions when that power becomes a threat to the welfare of the country." To permit federal intervention in a labor dispute when-“hoodlums are transported across state lines for the purpose of committing violence or whenever violence or property destruction occurs on a federally financed project.” To insure voluntary and not compulsory membership of workers in unions. DENIES (Continued From Page One) This secrecy was described ps the result of almost traditional hesitancy to admit failure rather than an outgrowth of the Oct. 9 missile-satellite orders. Farm Housing Loans Are Now Available Aid Construction, Repairs For Farms The construction and repair of farm houses and other farm buildings may be financed by Farmers Home Administration loans, Donald A. Norquest, the agency's local county supervisor, said this week. He said the same kind of farm housing loan program is available as last year when American farm owners borrowed $21,300,000 to construct, improve, or repair farm houses and other essential farm buildings, or to provide water for farmstead or household use. Farmers Home Administration loans are provided only when a bank or other lender cannot adequately serve the farm owner’s credit needs, at the present time. The agency does not compete with conventional or cooperative lenders, Norquest said, but does supplement the credit services supplied by other sources. Borrowers agree to repay the housing loans within the shortest time consistent with their repayment abilities, but no loan schedule can go beyond 33 years. The interest rate is 4 percent. Although housing loans go only to farm owners, an owner may borrow, repair or build a house or other farm buildings for his tenants or farm laborers. A borrower must be an American citizen* Any farm involved must be big enough and operated in such away as to be considered an actual farm, and

it must produce a substantial part of th? operator's annual cash in* come. Farmers cannot use farm housing loans to buy land or refinance debts. Nofquest cautioned loan applicants qgainst starting construction work or incurring debts for work or materials before their loans are closed, if they expect to obtain their financing through the FHA. Farmers buy their building materials wherever they please, usually from local dealers. They obtain their building plans from any relaible source they choose. The FHA has a limited number of plans that applicants may use if they want to. During construction the agency makes periodic inspections to make certain that sound construction standards are followed. Miles (lerberding Attorney* Krrvi'K so, naan VOTICK ■l'o 11.1.
