Racial Bill Passed By Florida Senale Governor Strongly Opposes Measure By UNITED PRESS New links were added today to the Deep South’s chain of reaction against use of federal troops in the Little Rock integration dispute. The Florida Senate, .stirred up by President Eisenhower’s refusal to remove federal troops from Little Rock, passed a bill to permit the closing of public schoolsfaced with racial integration. The so-called "last resort” segregation bill was approved by a 31-5 vote. The bill, strongly opposed by Gov. Leroy Collins, was sent immediately to the House, where sponsors believed they held sufficient strength to pass it Republican National Committeeman E.O. Spencer, the man who led the Mississippi campaign for President Eisenhower’s re-election stepped down and predicted the entire GOP organization in Mississippi would crumble. In South Carolina, State Sen. James Hugh McFaddin of Clarendon County, originating point for one of the cases that led to the 1954 Supreme Court desegregation decision, urged that all draft boards in South Carolina resign. The president of the University of South Carolina, former Assistant Secretary of State Donald S. Russell, said in a speech Tuesday night that "the South deserves not bayonets and demagogic denunciations but sympathy and understanding and patience—and an open mind.” Former South Carolina Gov. James F. Byrnes said he has received more mail from the North than from the South praising a speech he made last week attacking the use of federal troops at Little Rock. An Alabama businessman said he intended to collect all the “I Like Ike" buttons he can find and mail them to the commanding officer of the 101st Airborne Division, which moved into Little Rock at the President's order. Jailed On Charge Os Disorderly Conduct James H. Helm. 28, of 333 North First street, was arrested at 8:30 p. m. Tuesday on a warrant charging him with disorderly conduct in his home. He was taken to the Adams county jail pending arraignment in city court. His bond has been set at SSOO.
