Little Rock Dispute Mere Preliminary Showdown On Race Dispute Likely In All-Southern State By LYLE C. WILSON United Press Staff Correspondent WASHINGTON (UP)—The dispute over racial integration of Little Rock's Central High School is no more than a preliminary incident in the developing contest over the educational comingling of white and Negro children. It is not likely to establish a quickly effective precedent. The showaown will not take place in Little Rock, no matter how President Eisenhower applies federal force unless, perhaps, he should proclaim martial law to place a military governor in charge Arkansas is a border state, evidently substatially divided on integration of the schoolsThe showdown will come—if at all—in a wholly southern state such as Virginia, South Carolina, Georgia or Mississippi. Virginia, for example, has erected a bulwark of state law against integration. There is no token integration in Virginia as there is in Arkansas. Interview With Rvraes South Carolina law is similar. U. S. News and World Report recently interviewed James F. Byrnes, former associate justice of the U.S. Supreme Court who later served as governor of South Carolina. He was asked if South Carolina would close its public schools to frustrate integration “It is already the law of the state,” Byrnes replied, “that, if a student by ’transferred from a Negro school to a white school or from a white school to a Negro school, by order of the court, all appropriations for that school shall immediately cease” The interview continued: Q: Wouldn't that be a violation of the Supreme Court order that no state shall take "any action along the lines of preventing integration?
