The project was shelved until 1940, when work was resumed — in the midst of World War II — and promptly interrupted. j Funds Lacking ’ The only result was a big hole near Milan, which was soon filled by rain water and is now a muddy pool. The Milanese ironically call it “the seaport.” The entire project has been reexamined and re-approved in recent years, but funds are still lacking and no concrete action has been taken. The planned waterway would include a 100-mile navigable stretch of the Po River from its mouth upstream to Cremona. A 47-mile canal would link Cremona to Milan, at the estimated cost of $35,200.000 and another waterway 41.6 miles long would connect Milan with Switzerland via Lake Maggiore, at a cost of about $48,000,000. Plans for the Milan-Switzerland section of the ' waterway'were approved recently by a joint ItaloSwiss Committee. The Milan-Cre-mona section was okayed as long ago as 1954 by the Superior Council of Public Works in Rome. Recent harnessing work has made the lower course of the once treacherous Po perfectly safe for ships up to 1,000 tons. Special river tankers ranging from 600 to 1,000 tons are now ferrying oil from Venice up to the Po to Mantua and Cremona at a rate of 300,000 tons a year.

Red Party Rolls Decrease In U.S. Crisis In American Communist Party NEW YORK (UP) — Discontent and dissension have sharply reduced membership and caused a crisis in the American Communist Party, the editor of the Daily Worker said Monday. John Gates, editor-in-chief of the Daily Worker, the Communist organ in the United States, said the party’s U.S. membership declined by 45 per cent in the last year. National party officials confirmed the sharp drop, saying the party lost 7,000 members during the past yegr. The present membership, a spokesman said, stands at 10,000, the lowest figure since 1931 when there were 8,300 members. The high point in U.S. membership was reached in 1945, at the end
