More Scandal Told In State Highway Mess INDIANAPOLIS (UP)—An Indiana Highway Department official was asked today to check a report that the state paid a Kentucky firm nearly half a million dollars {for engineering work that either ’had to be done over or was not ’done at all. Rep, Ruel Steele (R-Bedfordh chairman of a legislative highway study commission, said he was told the Brighton Engineering Co , Frankfort, Ky„ was paid $355,511 nearly a year ago for work that he i understood had to be redone. Another report, said Steele, was that the same firm was paid; $142,985 for similar work which was not used.

Carl Vogeigeaanf. chief engineer of the highway department who appeared before the committee, said he was Uot aware of the situation and would check the records. Questioned by Steele regarding legislation to define clearly the responsibilities of the highway department to eliminate “a lot of buck-passing,” Vogelgesang said Ihe feels a four-man bi-partisan 'commission with staggered terms would be better than the present three-man set-up. He said staggered terms would assure the group more '‘continuity’* in its work. He said the commission’s work is interrupted “every time we get a new admin- ‘ istration.” I “That happens every four j years,” he explaned. “It just takes a while to get started again." In reply to a question why Indiana ranks 47th nationally in the use of federal funds for the interj state highway system, Vogelgesang pointed out Indiana was i "right down at the bottom of the list" in 1953. Steele's five-member group was \ appointed by the 1957 Legislature ’to study legislation and act as a . "watch-dog" committee over the highway department. Shoot Is Announced By Conservation Group A merchandise trap-shoot has been scheduled for St. Marys-Blue Creek conservation dub grounds Sunday, September 1 at 1:30 o’clock p.m. it has been announced. The grounds . are located six miles east of Monroe on State Road 124. The public is invited. Bowman Family Will Hold Reunion Sept. 8. The Gideon Bowman decendants wil hold a reunion at the state forest in Wells county, September 8. Dinner will be served at 12:30 p.m. Mrs, Charles A. Bowman, of Bluffton, is secretarytreasurer of the reunion committee, and has urged that all members of this family attend.

The building is on the field adjoining the Soya baseball diamond, in the background. The engineering and technical departments are now housed in the old Sugar Beet Company building.
