Reports of Russian plans to establish a submarine and naval base in the Mediterranean brought further anxiety. Israel was increasingly concerned about the new threat to its border with Syria. Political sources said Abba Eban, .Israeli ambassador to Washington, was conferring today with Premier David Ben-Gurion after talks Tuesday with Foreign Minister Golda Meir. Some political sources in Jerusalem believed the completeness of the Syrian coup might even drive Egyptian President Gamal Abdel Nasser into the Western camp. He has never seriously quarreled with the United States and was reported sending out feelers to France and Britain toward restoring relations.
