(h) In the event a lot, parrel of real estate or building discharging sanitary sewage, industrial wastes. Water or other liquids Into the City’s sanitary sewerage system, either directly or Indirectly, uses water in excess of one thousand (1,000) cubic feet per month, and It can be shown, to the satisfaction of the City, that a. portion of the water as measured by Ahe water meter or meters does not and enter the sanitary sewerage system, then the City may determine in such manner and by such method as it may deem practicable the percentage of metered water entering the sanitary sewerage system. Such percentage, when so determined, shall then constitute ■the basis of sewage service charges, orovlded. however, that the City In its discretion may require or permit the installation of additional meters at the expense of the owner or other interested party In such a manner as to determine the ouantity of water actually entering the sewerage system, in which case the quantity of water used to determine the sewage service charge shall be the ouantity of water actually entering the sanitary sewerage system as so determined. (1) In order that the rates and charges may be justly and equitably adjusted to the service rendered, the City shall have the right to base its charges not only on volume blit also on the strength and character of the sewage and wastes which it is required to treat and dispose of. -The City shall have the right to measure and determine the strength and content of all sewage and wastes discharged, either directly or Indirectly, Into the City’s sanitary sewerage system in such manner and by such method as it may deem practicable in the light of the conditions and attending circumstances of the case. (j) For the service rendered to the City of Decatur, said City shall be subject to the same rates and chgrg-; es hereinabove provided, or to charges and rates established tn harmony therewith. (k) Such rates and charges shall be prepared and billed by the City of Decatur, and shall be collected in the manner provided by law and ordinance. The first billing may be for a period of more or less than one full month In order to make the monthly collection period correspond with the water meter readings of the City, depending upon the date on which the rates established teythis ordinance become effective. Sec? 5. For the purpose of this ordinance, the terms “sanltarv • sewage” and "industrial wastes” shall be defined as follows: (a) "Sanitary sewage” is hereby defined as the waste from water closets, urinals, lavatories, sinks, bath tubs, showers, household laundries, basement drains, garage floor drains, bars, soda fountains, cuspidors. refrigerator drip*, drinking fountains and stable floor drains. tb) “Industrial wastes” are hereby defined aa being the liquid waste resulting from any commercial,
manufacturing or industrial operation or process. Sec. 6. The Board of Public Works and Safety is hereby authorised to prohibit dumping of wastes Into the City sewerage system which, in its discretion, are deemed harmful to the operation of the sewage treatment works of said City, or to require methods affecting pretreatment of said wastes to reduce the characteristics of the waste satisfactory to the Board of Public ■Works and Safety.” At such hearing and-prior to the final adoption of said ordinance all persons interested may appear and be heard. Preble Farmer On Radio On Monday Tractor wheel track planting will be discussed in an interview between Jay Gould, farm service director of radio station WOWO, and Hugo Bulmahn, Preble township farmer, on the Little Red Barn program Monday morning at 6:15, and again at 11:30 o’clock on the Dinner on the Farm program. Bulmahn, and Dick Heller, Jr., Decatur Daily Democrat reporter, made the recording recently. Bulmahn will explain how he got his idea, and Heller and Gould will discuss the cooperation of radio stations and newspapers on farm reporting.
