Martin, of Bellevue. Ohio, was arrested five miles east of Decatur on U.S. 224, and Ralph Garbett, of Columbus, was sighted four and half miles east of Decatur, also on U.S. 224. The speed timer will be fully enforced over the holidays, as local police, members of the sheriff a department and state police try to eliminate needless accidents due to motorists’ speeding on the highj ways.
