Other Cases Not Covered The jurors indicated there were other “irregularities" not covered in the indictments thus far. “We have found many other irregularities," the report said, "and acts of individual misconduct but feel there is insufficient evidence available to warrant indictments against other persons at this time " The report mentioned nine right-of-way transactions in Lake County "indicating possible criminal acts by two highway officials and three private citizens.” But it said evidence reached the jury too late for indictments. Tinder said it is the state’s position that the money Smith received from Mogilner was "given to influence the approval of certain heavy equipment contracts.” The report said Smith "in several instances” appeared to have "furnished friends and business i
