Special Services By Postal Depl. Profit Is Made On Collectors' Stamps WASHINGTON (UP> - The money-pinched Post Office plans to go right on issuing commemorative stamps, “buying flags for veterans funerals and counting wildlife noses in rural areas. The mailmen receive occasional criticism for- continuing these and other extra curricular activities. But they are convinced it would be disastrous for the Post Office Department to cut them out. For one thing, the Post Office makes money on special stamp issues for collectors—about 25 million dollars annually And that looks mighty good on the books when all other postal services are losing money. ' There are 15 to 20 million stamp collectors in the nation. When a new commemorative stamp is issued, collectors buy them by the sheet and paste them in albums. And that’s as far as the mailmen are concerned because the stamps never get used on letters. Furthermore, there are stamp collectors clubs in nearly every big citv and lots of small ones. Postal officials are afraid thenscreams would never end if the clubs were forced to fold up. As for the extra curricular services, like providing flags for veterans funeraks and selling war bonds, they cost less than SIOO,OOO a year. That includes an extra duty the postman takes on for the Agriculture Department. It seen.s that the mailman on rural routes is often called on to make a count on the wildlife in the area. Postal officials chalk up these chores to “good will.” Red China Premier Relates Executions One Os Every Six Executed By Reds TOKYO (UP>—Chinese Communist Premier Chou En-lai said today one out of every six persons accused of '“counter revolutionary” activities by the Peiping government had been executed. Chou did not mention the number actually executed but he left no doubt it was one of the largest blood baths in history. Western sources have placed the number of executions in the millions. Chinese Communist ’leader Mao Tze-tung was quoted recently in Warsaw reports as admitting that more than 800.000 died. Chou”said the overwhelming majority of those sentenced to die re-ceiv-ed their sentences between “the time of liberation H 949) and 1952 ’-He said “These sentences were Absolutely necessary at the time-?? Chou reduced the blood bath to a matter of percentages. He-’-Baid 16.8 per cent of the counter-revolutionaries were executed. Some 42.3 per cent of the others were sentenced to “reform through labor.” Another 32 per cent were •“put under surveillance.” The remaining were "given clemency arrest” and set free “after some re-education.” His admission lent weight to reports of trouble within Red China, climaxed recently by Mao s decision to take a softer line toward critics of the regime. Chou, in a 30,000-word report on events of the past year, also accused the United States of threatening' world peace with its war preparations.
