DULLES < Con tinned trwm rau« Q|W> move to strengthen their ebnimon defense, the Soviet rulers emit threats. Blit we can, I think, be confident that such Soviet assaults will not disintegrate the free world. Collective measures are here to stay.” Dulles then underlined American policy of maintaining powerful “mobile retaliatory forces” capable of deterring aggression. He said the United States is the only free world nation able to sustain the cost of developing “a capacity for retaliation adequate to deter a potential aggressor who himself has great and growing aggressive powers.”' Dulles took strong issue with members of Congress “who, in a zeal to economize, would slash that part of our budget which is often miscalled ‘foreign aid' — as though it did not aid us.” Such reductions, he said, “would not be economy, but extravagance.” No “Giveaway” Program He said President Eisenhower and his military advisers believe that elimination of Allied defense | cooperation would mean the U.S. defense budget “would have to be expanded vastly from what it now is.” He also said U.S. “sharing of markets”' and economic aid to under-developed countries is "not a ’giveaway’ operation” but assures the free world will be a “vigorous, hopeful community.” Today’s address Was Dulles’ first since the British - FrenchIsraeli attack on Egypt and Moscow’s stern retaliation against Hungary for trying to revolt. In discussing the Hungarian uprising, he said the American people “revere and honor those who as martyrs gave their blood for freedom” even though this country itself does not “incite violent revolt.” Restoration THOMASTON, Me — <W — A one-time slave house built in 1793 on the estate of Gen. Teenagers Are Held As Extortionists Victim's Father Is Near To Bankruptcy NEW YORK Wl - A 15-year-old boy, terrified by threats to his mother and sister, took so much money from his father’s grocery to pay four teenaged extortionists that he almost bankrupted the business, it was revealed Sunday. When Raymond Quinones learned that the 860 to 880 a week he paid the four bullies for a year had all but broken his father he went to the police. The payments had totalled more than S4,(XX), he said. Raymond said the shakedown began a year ago when he was approached by John J. Gebbia, 18, and another youth, who threatened him and demanded 85. Raymond gave them the money and they returned three days later with another youth to demand 815. This time, they said, they threatened to kill his mother, Esperanza, 37, and his 14-year-old sister, Guonnes. The rour youths so terrified Raymond that he regularly paid them on three days of every week, he told police. Raymond’s father, Raymon, 40, told his family at breakfast Saturday that he was almost bankrupt and would have to sell the store. Raymond realized his payoffs had caused the family’s financial difficulties so he went to the police. Two detectives accompanied him to the store Saturday night and gave him marked bills to pay the extortionists. A 15-year-old boy showed up to nlake the collection. He was arrested outside with two other 15-year-olds. They were booked as juvenile delinquents and named Gebbia as the leader. They also admitted the shakedown, police said. Stassen was expected back in Washington some time Tuesday afternoon. In prior international discussions on disarmament, Stassen has reported directly to the President, but in consultation with Dulles earlier this year, the President decided that Stassen in the future should work under Dulles. Flrat-Hand Report As a consequence of this new relationship, Stassen reported to Dulles in Washington Saturday and, according to press secretary James C. Hagerty, Dulles suggested to the President that he hear from Stassen first-hand the recent developments in London, particularly the more hopeful prospects of reaching an area of tangible agreement with the Russians on the complicated question of disarmament. Stassen informed Dulles that the current talks were the “most serious" involving Russia since shortly after the end of World War II when the so - called cold war began to show on the international horizon. But the disarmament adviser also was reported from Washington to have advised only a qualified attitude toward current trends, pointing out that many problems remained to be settled before there could be substantial progress toward genuine disarmament.
