■ Ask Resignation ' Os Security Head Hospital Head Asks For Resignation WESTVILLE, Ind. (UP) — Dr. C. L. Williams, acting superintendent of Norman Beatty Hospital, has asked Elmo R. Bell to quit, as security head of the hospital’s division for the criminally insane because of a "conflict of opinion.” Williams said his decision was reached after a "personal investigation conducted in the maximum security division.” He said he found a "conflict of opinion between Bell and his staff.” Bell said the reason given him was that he was not providing as effective security as he should and - he was not cooperating in training new personnel. “It was just that I found it impossible to operate maximum security the way others thought I should because of a shortage of attendants,” Bell said. Bell had been head of security at the unit since Sept. 16, 1954. Bell said he would establish residence in Florida until “something turns up.” He' is eligible for retirement at any time because of his 25 years of institutional work in Indiana.
