The recruiting drive will reach a climax in states and territories with celebration of "Muster Day” on Washington’s Birthday. The Pentagon said the Army National Guard will work to recruit'young men for six months’ active duty training in the Army and the Air National Guard will seek recruits for 11 weeks of Air Force basic training. Members of Congress came to the defense of the National Guard. The House Armed Serivces Committee prepared for a showdown with the Defense Department on the role of the National Guard in the military reserve program. An Armed Services subcommittee headed by Rep. Overton Brooks (D-La) planned to open hearings Monday. Wilson told the Armed Services Committee Monday the politicallypotent Guard was a "sort of scandal” during the Korean war. He said the Guard was used by young men as a "draft dodging business.” -■— —? —i - ; ’ That started an uproar. Need Active Duty But a fight over the National Guard has been shaping up ever since the Defense Department announced that beginning April 1 predraft age youths enlisting in the Guard must take six months active duty training in order to maintain their draft exempt status. Under the law, youths who join the Guard between the ages of 17 and 18% are exempt from the twoyear draft in the regular armed services. They may volunteer for six months active duty but it isn’t mandatory. The Defense Department has complained that under the present system the reserves which include the National Guard have men without proper basic training. Supporters of the National Guard charge that the J»ew order is an effort to help Scuttle the Guard. They fear the requirement of six months active duty will cut Guard enlistments. Says Remarks Unwarranted Walsh said a Guardman who performs combat duty or is subject to such duty at a moment’s notice “has every right to resent being tagged a draft dodger as Mr. Wilson unfortunately has chosen to call him,” ——— Rep. William, G. Bray (R-Ind), an Armed Services Committee member, told a reporter Wilson’s testimony showed the Defense Department “is entirely unsympathetic to a real reserve program.” Rep. John J. Flynt (D-Ga), another member of the committee, said Wilson’s ■ - statement <» was "wholly unwarranted and is an insult to the men of the National Guard.” Senate Democratic Leader Lyndon B. Home Rule Measure Introduced Today Bi-Partisan Bill Is Submitted In House INDIANAPOLIS (UP) — A bipartisan measure to pave the way lot “home rule” in Indiana cities and towns was introduced in the House today. The measure contained the recommendations of the League of Women Voters of Indiana, which for years has fought for changing the state constitution to permit the charter form of government for Hoosier municipalities. Rep. Donnelly P. McDonald, Fort Wayne Republican, and Rep. Robert Gramelspacher. Jasper Democrat, co-sponsored the measure. League spokesmen said Indiana is the only one of the 48 states which "denies to its cities and towns some choice in their form of government.” Should the measure pass both houses of the 1957 Legislature, it would have to pass the 1959 Legislature as well and be approved by the majority Qi voters in ft 1960 referendum. Two Craig Vetoes Upheld By Senate Vetoes Are Upheld By Senate Monday INDIANAPOLIS (JJP) — Vetoes of two House bills former Gov. George N. Craig were upheld Monday by the Indiana Senate. Craig’s veto message on a bill which would provide for court-ap-pointed attorneys for escapees from Hoosier penal institutions said this would put the state on “both sides of the litigation. The second bill would have excluded the State Board of Accounts from federal social security. Craig’s veto said a previous law intended that office be included under the law. The Senate voted 29-16 against overriding the bill for court-ap-pointed attorneys and 23-23 on the social security issue. A constitutional majority of 26 votes is needed to override a veto.
