■ I 1 ■ 11 - Flood Threatening In Eastern Section At Least 12 Killed During Tornadoes By UNITED PRESS Rivers swollen with melted snow threatened to spill over their banks in the eastern section of the nation today as a chunk of wintry air trampled toward the AL<.uuc Coast. Tornadoes were touched off by the violent meeting of unseasonably warm air and a sub-zerc cold front Tuesday, killing al least 12 persons in Oklahoma and Louisiana. A twister at Gans, Okla., was responsible for eight deaths, and four persons died in the farming communities of Bellvue and Princeton, La. An ice jam in the middle oi Oil Creek at its junction with the Allegheny River caused an overflow into Oil City, Pa. Other rivers in the northeast were near the tops ot their banks and raised threats of local flooding. Many streams in western New York poured over their banks Tuesday. Heavy rainfall from New York south to the Gulf Coast combined with the rapidly melting snow brought the flood threats. The belt of frostiness that has

Snow flurries ' were whipped up by the cold air ’ in several spots. The polar blast dropped temper- ' ature readings as much as 40 de- I lower than the previous nighttime mark in toe chilly belt 1 Tuesday night. Sharp drops were ' recorded from central Illinois southward into northeast Texas. The Great Lakes and Ohio Valley got a fresh dousing of snow 1 Tuesday, as did parts of the northern Rockies. Mullen Pass, Mont., accumulated another few inches of snow to jack its total Up to 73 inches. IKE SAYS (CaatmueO troM r»ne OBt> changes in the make up of his administration. Asked if there might be cabinet changes later, toe president answered simply that he did not know. 5. He urged that Congress not separate his military and economic aid recommendations concerning the Middle East. To do so would inhibit his efforts to wage peace successfully. DISPUTE CLAIM (Co» tiu—O «row Page O»>> plants. Not So, Says Arm “We haven’t got toe full details yet, but we say it’s not so," Arm said. "The physical act of picking it out was done at the request of the police department." Police Commissioner Stephen Kennedy, who has been authorized to designate any reward recipient, said he would conduct a thorough investigation of the situation. There was a strong possibility, however, that the dispute would turn out to be academic, since, if Metesky is adjudged insane and committed to a mental hospital no reward money could be offered. Metesky, the smiling, affable man who “nobody ever knew,” today began undergoing psychiatric tests at Bellevue Hospital which ultimately will decide whether he will have to stand trial for his exploits or be committed to a mental hospital Such a commitment, legal authorities pointed out, would not technically constitute conviction, and thus would preclude any rewards.

NATION iwu Fom O»0t rest of the community as well as to those persons immediately involved,” Mr. Eisenhower said. “Negotiated wage increases and benefits should be consistent with productivity prospects and with the maintenance of a stable dollar. Apd businesses must recognize the broad public interest in the prices set on their products and services?’ Continued prosperity “with price stability" depends on the cooperation of business, labor and government at all levels, he said. The major contribution of the federal government in the fight against inflation, he said, was a budget surplus for thfee straight years. The government “tight money" policy also had helped keep price increases from being larger than they were, he said. Made Many Gains Although his optimism about the future was qualified with the warning that everybody must exercise self-restraint, Mr. Eisenhower reported proudly that the nation’s economy made striking gains during the four years of his first term in the White House. “Civilian employment 'increased by about 3.7 million,” he said. Per capita personal income measured in constant dollars rose 10 per cent after taxes. Five million homes were built and home ownership became more widespread- Rising incomes enabled consumers to expand their purchases of virtually all types of goods and to make important improvements in their own provisions for financial security... “Great strides were taken in the expansion and improvement of the nation’s productive facilities.” But he conceded agriculture did not fare as well as the remainder of the national economy. "Progress has been made, however, toward a better balanced farm economy, and there has been some recent improvement in farm income," he added. Mr. Eisenhower listed 41 recommendations for congressional or state legislative action. Most of them had been included in his State of the Union and budget messages.
