Admits Confusion On Military Budget • * * Firm Guidelines Lacking In Plans WASHINGTON (UP) — The Defense Department is drafting a multi-blllion-dollar military budget for the coming fiscal year with no I firm idea of the direction it is heading in the revolutionary airatomic age. & ( Such confusion is customary in the strife-torn Pentagon, but it is more pronounced this year. The lack of any firm guidelines -for military and mobilization planning in the years ahead was admitted by Deputy Defense Secretary Reuben B. Robertson Jr. in a letter to Defense Mobilizer Arthur S. Flemming, Robertson blamed the present confusion on the “recent, rapid technological advances in weapons which have outdated past plans.” Furthermore. Robertson said, it probably will be almost another year before “new guidance” can be ■ developed for defense and mobilization planners.., ...»— The lack of long-range strategic plans already is having its impact on the Air Force. The Air Force, ft was learned, has received word that its 137-wing goal will be cut by about 10 wings in the forthcoming fiscal 1958 military budget. * What the Air Force does not know yet, however, is how many more wings may be taken away in fiscal 1959 and 60. This has placed the Air Force in a quandary, for in the year ahead it must spend money on planes, bases, and men it will be using in 1959-60.
