Cites Troop Maneuvers The agreement added that “the training and maneuvers of Soviet troops outside their bases are to be carried out on the basis of plans agreed upon by the Polish authorities.” Moscow also confirmed the fact that the transit of Soviet troops to and from East Germany will require Poland’s consent, but it pointed out this was mentioned in Moscow before when general terms were drawn up by a delegation headed by Communist Party leader Wladyslew Gomulka. A long communique emphasized that the agreement provided for the “temporary” stationing of Soviet troops m Poland. Authorize Railroad Freight Rate Boost Eastern, Western Roads Given Hike WASHINGTON (UP) — Eastern and western railroads were free today to boost their freight rates by 5 to 7 per cent on five days’ notice. The Interstate Commerce Commission Monday authorized the increases on an “emergency” basis despite opposition from Secretary of Agriculture Ezra T. Benson, other federal agencies, state commissions and shippers. The commission estimated the increase would provide $402,600,000 a year in additional revenue for the railroads. The ICC authorized a 7 per cent increase on freight traveling in the area east of the Mississippi and north of the Ohio and Potomac rivers and in the “Pocahontas” area of Virginia and West Virginia. It authorized a 5 per cent hike, on freight traveling in the area west of the Mississippi, and between the eastern, western and southern areas. It specified maximum increases on certain commodities, however. Increases will be limited to a maximum of 5 per cent on grain and grain products, livestock, fresh meats and packinghouse products, .lard substitutes and *vegetable oil shortening. Still pending is a request filed in September for a 15 per cent hike. The western and eastern railroads have said the 15 per cent request is in addition to the request for a 7per cent emergency hike. But the ICC has said it considers the emergency hike to be an installment on the larger increase asked. The ICC’s order authorizes a flat 10 cents per ton increase on coal and coke. It authorized maximum increases of: Seven cents per 100 pounds on fresh fruits, vegetables and melons, edible nuts, canned goods and millwork; 6 cents per 100 pounds on sugar and lumber; 8 cents per 100 pounds on cotton; 5 cents per ton cm lignite, 30 cents per ton on phosphate rock and salt and 50 cents per ton on potash. 400 ARE (Continued trom Fxge one) with “illegal possession of arms,” an indication that the new wave of arrests will be followed by mass trials before special military tribunals. The military tribunals were set up in a declaration of martial law proclaiming death to anti-government forces. Five persons thus far have’ been court - martialed for possessing arms and sentenced to death. Only one has been reported executed. Budapest radio said 141 persons were arrested in Baranya province, of which Pecs is the capital. This has been a center of rebel activity since the early days of the uprising. Passive resistance of workers continued throughout the country.

12 Firemen Injured By Fire Explosion $300,000 Fire At Roadhouse At Gary GARY (IP) — A fireman who planned to leave today for California to watch his son play in the Rose Bowl was in critical condition following ft restaurant fire explosion that injured 11 other firemen. Richard L. Haussman, Sr., 47, father of University-of lowa football player Robert Haussman, suffered a broken back Monday when he was buried under debris from the blast. The explosion occurred during a $300,000 fire at a large roadhouse, east of Gary. Firemen were feeding hoselines into the blaze when the explosion ripped a 70-foot hole in the concrete west wall. “Bricks and cement blocks flew through the air like shrapnel," a witness said. A flying cement block tore the left leg off fireman Ted Izak, 28. Authorities blamed the explosion on pressure that had built up inside the building during the threehour blaze. They said the fire apparently started in a false ceiling in the dining room. It , was believed caused by defective wiring. Moravian Custom Is Decoration Theme Public Invited To Display At Library The Moravian custom of the Christmas putz is the central theme of Christmas decorations at the Decatur public library this year. Miss Bertha Heller, librarian, has invited the public to visit the library and view the putz. The putz is the Moravian version of the Christmas tree which features a miniature portrayal of the Nativity in which scenes are grouped under a tree. The Holy Family, represented in a cave or thatched stable, is always the central subject no matter how elaborate the putz becomes. The Moravian and Bohemian people who brought the custom to America settled at what is now Bethlehem, Pa., the “Christmas City of America.” In that city, a community putz is erected each year which attracts many visitors to the city. 1 The putz custom also includes visiting to view the putz collections of other families. Most of the families have putz collections handed down for three quarters of a century. At Decatur's library, Miss Heller has decorated a tree, placed it on a library table and then set up a ‘putz’ collettion with the Nativity scene as the focal point. Her putz contains ceramic * r figures loaned to the library by Mrs. Russell Acker. The putz also includes other figures and scenes and several Christmas books. One of these books is a story on the Christmas putz by Katherine Milhouse who also popularized the egg tree. Other Yuletide arrangemnts and decorations are featured throughout the library. Floral decorations have been donated by the Rose and Decatur garden clubs. In addition to the Christmas decor, the library's high fidelity phonograph has bean moved upstairs and soft Christmas music will provide a musical background for visitors during the holiday’ season.
