Steelworkers Head Warns Union Rebels Executive Board Backs McDonald PITTSBURGH (UP) — United Steelworkers President David J. McDonald clenched his fist today and warned leaders of a union rank-and-file rebellion to give up or get out. • But the rebel leaders insisted "we will continue our fight.” * In his first public statement since a protest movement against higher dues started two months ago, McDonald laid down the law. "If these activities continue,” he said, ‘‘the provision of the constitution providing for the filing of charges against members and trial of the charges will be put in effect by the proper parties.” The union president left no doubt the trial could result in expulsion. McDonald had the full support of the union’s top policy council, the 31-member executive board. The group in a two-day planning session which ended Wednesday approved the statement. McDonald, who took over the 1,200,000 member USW in 1952 after the death of founder Philip Murray, charged the rebel group
