Steelworkers Head And Union Meeting Three Main Topics At Union Session PITTSBURGH (UP' — United , Steelworkers President David J. McDonald meets with his 31-man executive board to deal with the problems of white-collar organizing, automation, and a dues revolt. The three topics all arose out oi last September’s USW convention at Los Angeles. The first two are dear to the heart of McDonald, and the third is a thorn in his side. In a nutshell, the problems are: 1. A membership drive to boost the 1,200,000 member"USW to top spot in the industrial union division of the AFL-CIO through organization of the growing number of “white collar” workers, such as engineers, in the steel mills. Walter Reuther's United Auto Workers now has the most members in what was the CIO before lasi year’s merger of the CIO and AFL. 2. A long-range program to deal with increased “automation,” which through use of electronic controls not only cuts the needs for laborers, but also for top mill hands. The agreement provided wage and other benefits totaling an average of 45.6 cents an hour per worker over the span of the agree.ment. It also included a cost-of-tiving clause which may give the steelworkers a boost of about 3 cents an hour the first of the year

The President, Mrs. Eisenhower and his mother-in-law, arrived by plane Monday accompanied by an exceptionally large White House staff. It also included, as usual, his physician, Maj. Gen. Howard McC.
