Firing Heard Again For the first time in days, firing could be heard across the border at the Austro-Hungarian frontier station at Nickelsdorf and Hungarian border authorities suddenly closed the border against anyone who did not bear a Hungarian visa. Budapest Radio, whose announcements have been both confusing and wrong during the seven-day-old rebllion, broadcast a statement of the Communist minister of the interior that Soviet forces were leaving the martyred city of Budapest. It added that rebel forces, after ceasing to fire, were Joining the “Hungarian army, police, youth

workers and student units” in taking over from the Red army the maintenance of peace and order. Observers said the broadcasts appeared to be part of a Communist war of nerves against the revolutionaries. Previously Radio Budapest had broadcast appeals to surrender interspersed with announcements the rebels had won. Fighting Continues Reports from United Press correspondents inside Budapest said fighting still continued and that the rebels were not surrendering as claimed by Budapest Radio. The radio this morning failed to broadcast Its usual summary of Hungarian press comment. Instead it announced the firing of another top Stalinist, Istvan Kovacs, from his job as leader of the Communist Party in Budapest. He was replaced by Jozsef Koeboel. Kovacs was fired last week from the Politburo and the latest demotion apparently stripped him of the last of his important functions. He had been regarded as one of the top three reds in Hungary, a hard core Stalinist. Budapest Radio also broadcast an appeal by the Budapest City Council to the special citizens em-
