Nixon Will Answer Slevenson Challenge To Speak Tonight On Foreign Policy ELIZABETH, N. J. (UP) — Vice President Richard Nixon worked today on his answer to Adlai Ste- - venson's challenge to President Elsenhower to lead a move to outlaw the hydrogen bomb. Nixon announced at Syracuse Tuesday night that he will reply to Stevenson in a major foreign policy address at Philadelphia tonight, the last stop on his 16-day tour. The White House has designated Nixon to answer Stevenson, It was learned. Stevenson, in a speech at Far-leigh-Dickinson College Tuesday, said that H-bomb tests could be banned by agreement because any explosion now can be detected easily. He said that he believed Russia wanted to enter such an agreement Ind added that if they did violate a pact and explode a nuclear bomb, the United States could then resume experiments. Nixon said Stevenson’s plan to ban H-bomb tests “is so fraught with terrible peril for America that
