Conservation Plan Part Os Soil Bank Long-Term Part Is Conservation Plan The long-term part of the soil bank — The recently announced conservation reserve program — is designaed to divert land used for crop production to conservation uses, according to Oscar T. Brown, chairman of the county ABC committee. Brown points out that the conservation reserve provides two kinds of payments (1) for costsharing assistance to farmers in making shifts from crop production to conservation practices, and (2) for annual payments on the land put under the program. Brown emphasized that the conservation reserve should not be confused with that other part of the soil bank, acreage reserve —■ which makes a short — term, direct attack on surpluses of basic crops by encouraging farmers to cut production of them below acreage allotments. "The conservation reserve program will be' available for 1956 to farmers who are in a position to comply with its provisions and who enter into contracts with the department or before October 15. 1956’’. M. Brown said. "It is also available up to March 15, 1957 to farmers interested in contracts beginning in 1957. agriculture through their county ASC office. Generally the minimum acreage that will be accepted under the program is 5 acres, but it can be as low as 2 acres if trees are planted. Special provisions are made for small farms. Contracts range from 3 to 10 years, depending on whether or not a cover crop is established, qr up to 15 years in case trees are planted. Highlights of the program stressed by chairman Brown are: (1) Cost-sharing payments for establishing conservation partices canrange up to 80% of cost. (2) Annual payment on the land put in reserve will be figured at a perere rate multiplied by the number of acres. The national average rate is $lO per acre. (3) Both payments are made the year the practice is established. Annual payments will be made for the period of the contract, so long as the farmer complies. (4) Violations of conservationreserve contracts will result in cancellation and recovery of payments mad« under the contract. Willful grazing or harvesting of the reserve acres will be a violation and will bring a civil penalty of 50 percent of the payment for this year in which the violation accurs in addition to the loss of any payment for that year.
