Bill Boosting Security Pay Signed By Ike Social Security . Measure Signed By Pres. Eisenhower WASHINGTON (UP) — President Eisenhower Wednesday aigned the social security bill liberalising benefits for nearly six million women, disabled workers and needy perrons. Short'y before signing the NIL Mr. Eisenhower told a news conference some of the bill’s provisions are ’’unwise.” He said the social •ocnrity system was being saddled with "something I don’t think should lie there.” The measure lowers the 65-year retirement age for women to 62 and permits permanently disabled workers to start drawing benefits at the ace of 50. The adminlstra tion opnosed both these provisions while tho bill was In congress. About 1.700.000 needy, disabled, blind and aged persona and dependent children get raises of from $2 to $4 a month in welfare payments under the measure. Requiring dVery person who has received any kind of espionage training in a foreign country to register with the attorney general. Failure to register makes the violator subject to a fine and five years in prison’ Southern Democrats Give Party Warning Will Oppose Strong Civil Rights Plank ATLANTA (UP) — Southern Democrats feeling themselves “unified, as ne'er before," warned the partv as a whole today to keep its civil rights aims within bounds that southerners can accept. The party leaders of fl Dixie states having 33$ of the 1,372 delegates votes at the national Democratic cor vention Wednesday night geared a strategy for resisting any’ strong civil rights platform. Gov. George Bell Timmerman Jr. South Carolina, chairman of the caucus ot -southern governors and other nitty leaders, afterward said they would insist on recognition of tl.e southern viewpoint. The insure concerted action by southern delegates they set up a committee of liaison teams to work with each delegation of the 11 states during and after the national convention next week. "The southern states are unified as never before in their own interests and in the interests of the party and of the nation,” ’Timmerman ?aid afterward in a policy statement drafted by the caucus. I The committee and the policy statement were announced after a five hour huddle by two-score party leaders, including four governors. Seven other governors sent personal representatives. The policy statement ~ affirmed an agreement made by state Democratic chairmen from most of the states that there would be no walkout from the convention or third party movement.
