Urge Crackdown For Jury Eavesdropping Report Public By Senate Committee WASHINGTON (UP) —- The senate internal security subcommittee urged government agencies today to consider a crackdown on the Ford Foundation and the Univernity or Chicago for eavesdropping on a federal jury. The subcommittee made public a report on hearings it held last October into the tape recording of jury in the Wichita, Kans, federal court. The subcommittee sent a transcript of the hearings to the justice department to learn whether the University of Chicago research team which planted the recorders violated any law. It also sent a copy to the internal revenue service to determine whether the Ford Foundation. which financed the study, violated the rules for tax-exempt foundations. The subcommittee also called on the researchers to destroy all records of the jury deliberations. A University of Chicago fesearch team, which said it was studying how well jurors understand trial procedure and the judge’s instructions, made the recordings secretly with the consent of the trial judge and the chief r , judge of the 10th judicial circuit. Chief Judge Orrie Phillips later had a heavily edited version of the tapes played at a 10th circuit conference in Estes Park, Colo., a year ago, and the story of the recordings leaked out. The senate last March passed a bill forbidding future eavesdropping on juries. The bill is now pending in the house judiciary committee.
