Urges Public Back Police On Driving Motorists Advised By Safety Council CHICAGO, Drive safely yourself, and back the police in a crackdown on the reckless driver. That advice was given motorists today by the national safely council, which the international association of clugpfSof police, is urging strict *>l lorcement of traffic laws over the Fourth of July. With traffics deaths up 10 percent eo far this year and a new all-time high record threatening there is a real traffic safety emergency, the Council said. The death toll on Memorial day. also a one-day holiday, was 56 per cent higher than for a normal Wednesday at that time of year. Unless enforcement and driver caution are stepped up, traffic deaths over the Fourth will exceed the Memorial day toll, the council predicted. “Most drivers are decent, lawabiding citizens, whose only traffic faults are inattention, thoughtlessness or inteptitude,” said Ned H. Dearborn, council president, “but the speeder,<the ehow-off and the drinking driver are potential murders—and they should be treat ed like any other criminal. “You hear people moan about ‘unfair’ tactics of police in tripping up speeders, drunks and other traffic offenders. What’s unfair about it? “Is traffic enforcement a friendly game between police and wouldbe killers, to be played according to sporting rules?'’ Dearborn asked. “Let the police hide behind billboards. Let them take the»red flashers off their cars. Let them use plain aiitomobiles. Do policenotify a burglar that they’re waiting in the store to catch him when he breaks in? • “The time has come when it hot only is advisable but necessary for traffic police to use every legal and legitimate tactic to make our highways safer. No enforcement can be too tough if we are to make a real dent in a traffic toll that already is a disgrace to a civilized nation.” The council also warned the pub-, lie against other Fourth of July tragedies, which last year killed 805 persons. Clarifies Rules On Security Benefits Suggest Individuals To Contact Offices Many individuals who plan on retiring this year are wondering if they will qualify for the maximum monthly social security benefit of $168.50, Christian H. W. LuecKe* district manager of the Fort Wayne Social security office said today. Even though the beneficiary’s average monthly earnings are the basis for figuring benefits in all cases, the situation in 1956 is somewhat different for a selfemployed individual than it is for the person who works for someone else, Luecke said. — - Under a special rule (effective only during 1956) insured individuals who are age 65 or over may obtain the new high monthly benefit amount only if they meet the following requirements: 1. Individuals working for someone else must have received taxable wages of $4200 in 1965. Also, they must have been paid at least S2IOO in the first two calendar quarters of 1956 (SSO or more must have been paid in each

The self-employed individual cannot begin to draw the $108.50 until after the two yearly tax returns have been filed, reporting net income from self-employment of $4200 tor each year. It is suggested that individuals who plan to retire in 1956 and are in doubt about how this special provision will affect them should get in touch with their nearest social security office. J
