Cities In Quandary Over Curfew Laws Effectiveness Os Laws Is Debatable CHICAGO (UP) — A big probJem now confronting many American cities and towns la the enactment of curfew laws, or the enforcement of existing curfew regulations to combat juvenile delinquency. Delaney is trying to raise the age limit to include the 16-year-old, as “this age group causes the most trouble.” It is the age when many leave school. to a juvenile officer, and his parents are called in to explain why their youngster Is out in violation of the curfew ordinance. In the case of a first offense, the parent or guardian is given a warning, but in cases of repetition where a lack of cooperation is apparent, they can be summoned to court and fined. Only one such case reached the court during 1955, Delaney said. However, the one represents only those children who violated the curfew law and does not include the number picked up on the more serious charges of auto theft, drinking, purse-snatching, etc. In a study of curfew ordinances in Florida, the American M uncipal association singled out several worthy findings. Os the 260 Florida municipalities sent questionaires, 57 of those responding have curfew ordinances; The largest number enacted in any single year came tn 1943, apparently due to war-time conditions.
Not Curfew Alone The most common time set for young people to be off the streets was 10 p.m., while the most frequent age limits were 16 to 17, r Although youthful vandalism takes place mostly at night, one community found that most such acts occurred during daylight hours and on week ends. Another town found that only 14 per cent of delinquent activity took place after 9 p.m. Most authorities agree that curfew alone wilt not adequately combat juvenile delinquency. Just as Important, if not more so, is the provision for recreation programs. Cbnditions causing anti-social conditions among the younger people must ba examined and corrections made accordingly. Municipal leaders believe that curfews are useful chiefly as devices to focus the attention of adults and children on the desirability of children being off the streets late at night.
