AFL-CIO To Probe Union Racketeering Carry Out Pledge For Investigation WASHINGTON (UP) — The AFL-CIO moved today to carry out its pledge to investigate union racketeering. President Eisenhower promised government help if it is wanted. , The AFL-CIO executive council gave the job to its ethical practices committee. The committee was established months ago to investigate corruption charges against any members. This is its first investigation. AFL-CIO President George Meany was noncommital on whether the AFLrCIO wanted or needed any special help from the Republican administration. The council — meeting for weeklong talks — planned next to take up the issue of the now-defunct working alliance between the powerful AFLrCIO Teamsters Union and the ousted International Longshoreman's Assn. The AFL kicked out the ILA in 1953 on racketeering charges. Under prodding from the AFLCIO, the Teamsters Union cancelled its pact with the ILA a month ago. But the council voted to discuss the principle of the matter with Dave Beck, teamsters president, at its current meeting. The council Wednesday turned over to the ethical practices committee for further inquiry the report of a senate subcommittee investigation on union welfare funds. Messengers Robbed Os $211,000 In Diamonds NEW YORK (UP) — Three armed bandits, disguised in striped blue denim workclothes and “aviator's" goggles, Wednesday robbed two messengers of 1211,000 in rough and polished diamonds in Greenwich Village. The gunmen made their getaway in a car, leaving their unharmed victims bound and gagged in an apartment house delivery entrance. Admits U. S. Lags In Nuclear Power Atomic Scientist Makes Admission CHICAGO (UP) — An Oak Ridge atomic scientist admitted today that United States nuclear power plans lag behind those of Russia and Great BritainBut he added that “on the basis of reactors already built or projected by IMO, the U. 8. not only leads these two countries, but leads these two plus all others.” James A. Lane, director of the experimental reactor division at Oak Ridge national laboratory, said the United States, with an estimated 900 million watts of nuclear plant capacity by 1960, “compares unfavorably” with the U. S. S. R. and the United Kingdom. •Russia has from 2,000 to 2,500 million watts of nuclear plant capacity planned by 1960 and Britain has planned for 1,200 million watts. Lane said. Lane spoke at a meeting of the nation's top atomic scientists. The three-day gathering of the American nuclear society is described as the largest in the nuclear field ever held in this country. At present. Lane said, the United States has 22 research and test reactors, as compared to 15 in all other countries, and 7 power reactors as compared to only 1 for all other countries. Adm. Charles Joy Dies In San Diego Leukemia Is Fatal To Retired Admiral SAN DIEGO, Calif. (UP) -rVice Adm. Cffarles Turner Joy, chief j U. N. delegate to the Korean truce conference, died Wednesday of , leukemia at the San Diego naval , hospital. He was 61. The soft-spoken admiral had j been ill since lie retired two years „ ago from active duty and last Monday entered the hospital - in a final attempt to defeat the jncur- , able disease. Since his retirement in 1954. the ■ four-star admiral had been living at nearby La Jolla, which overlooks the vast naval installations in and around San Diego Bay. Although he spent most of his life at sea, Joy won his greatest fame for the months of exhausting negotiations with the Chinese Communists during the Koreanj peace talks. He served as chief U. 3. negotiator in Korea from July 8, 1951 to May. 22. 1952 when he was assigned to his last job as head of the U. S. Naval Academy at Annapolis, Md. His experience during the Ko-, rean peace talks, inspired Joy’s 1 book, "How Communists Negotiate." Previously he served as Gen. Douglas MacArthur’s commander of naval forces in the Far East taking command of ships from nine nations. Joy was a native of St. Louin Mo. He was graduated from Annapolis in 1916 after proving an all j around athlete while attending the | school. His first assignment was < as an ensign aboard the battleship USS Pennsylvania on which he served during World War I.
