Congress Split On Narcotics Peddling Death-Penalty Bill Is Passed By Senate WASHINGTON (UP)—The senate and house may split over whether to make narcotics peddling punishable by death. Rep. Hale Boggs (D-La.) predicted today that the house next week will unanimously approve thia bill that would “throw the book" at narcotics smugglers and peddlers. But the bill does not include the death penalty. The senate Thursday passed a death-penalty bill aimed at stamp Ing out the use of heroin. It would authorise the death penalty for selling heroin to juveniles and for a third heroin-peddling conviction. Boggs said he is afraid juries might think the death penalty is too stiff and therefore let offenders off lightly. He also said stamping out the heroin traffic isn’t enough.
