Benson Must Decide On Soil Bank Plan Number Os Factors Must Be Considered WASHINGTON (INS) — Agriculture secretary Ezra Taft Benson faces a major policy decision after President Eisenhower signs the farm bill, probably next week. The secretary must decide how the soil bank can be applied on 1956 crops. There are a number of factors he will have to consider before he makes his decision, including the extent to which crops are already in the ground and the 'degree to which farmers plans bn using the soil bank this year. Benson will also have to decide the level of payments required to get participation iq the program. The soil bank program takes effect the moment the President signs the farm bill. When the house - senate farm conferees agreed to make th soil bank effective upon passage of j the "Agricultural act of 1956.” they recognized that most of this year’s plantings have already taken place. The conferees point out that : they did not expect any large part of the crop already planted will be plowed up or otherwise removed from production. Nevertheless, the conferees said they recognized that some farmers have planned to take part in the soil bank this year. < « ' Benson said in a recent letter to Sep. George D. Aiken (It Vt.). that he "would not be discharging my responsibility if I failed to point out the grave difficulties associated with trying, at this late date, to set a soil bank operating on 1956 spring-seeded crops.” He pointed to the enormous task of assembling data ai|d asserted "it would be necessary for local committeemen to establish for every farm g normal yield for every. crop in the acreage reserve" part of the soil bank. Benson stressed: “Even though we would do our utmost, we could

He pointed out that his department has “none as far as we Could ko in making ready for the administration of this program”, a*d asserted: "We cannot writ* procedures before the law is passed." Benson pointed to President Eisenhower’s statement of last menth that it is now too late tot have farmers take part ip the soif tank on this year’s crops and said: "Farmers would be helped far more, in my opinion, by a constructive program beginning on fall crops than by a hasty .ineffective program on 1958 spring crops.” Application Blanks For Certifying Seed Application blanks for the c*rWflcation of farm crops tor seed purposes in Indiana are now available from county agent's offices. Agronomists at Purdue University report that farmers interested in the production of certified seeds and who have planted seed which is eligible for certification may apply. Final dates for filing applications are: June 1 for corn, wheat, oats.' and grasses, and July 15 for soybeans and legumes.

Kirkland Kut-Ups The Kirkland Kut-Ups held their fourth meeting at the Pleasant Dale parish hall May 22. The meeting was opened by singing the 4-H song led by the president. Garbar a Arnold. The U. S. and 4-H pledges were led by Arlene Johnson and Rosalyn Mishler. Initiation was held for the two new members. Carol Hamilton and Miriam Yager. RpU call was taken by the secre- | tary, Doris Cauble. The project for this year was discussed and refreshments were served. Kirkland Future Farmers The Kirkland Future Farmers 4-H club held their meeting Monday evening. The meeting was called to order by Paul German, followed by singing and roll call. A discussion was held on what eaeh member will be exhibiting.
