Stassen said hope for peace rested on two points, "one, if the world doesn’t get any false sense of security and two if there is a thorough world wide study of the fact that a bad agreement would increase the future dangers of war by leading to disputes, tensions, doubts and suspicions." He said he believed Russians “made a miscalculation about the attitude of the western countries” at the beginning of the conference and added that he thought' the Russians found the West firm but willing to talk. The latest talks between Russia and the West showed three major points of conflict still exist. But Stassen expressed pleasure that some agreement with Russia was reached and felt this improved the chances of ultimate agreement with Russia. Stassen said he believed the reported Russian plan to reduce their conventional forces was for the purpose of freeing manpawer for the industrial development of SiberiaThe delegate said that the subcommittee session had clarified not only the differences existing on the subject of disarmament but the underlying reason for these differences.
