There is among them a fair sprinkling of active., militant Communists who. as members of Japan’s vital education system. i are in ideal positions to distort with red propaganda the minds of millions, t —— —— _ These are known and accepted facts in official Japanese circles, which for several years have been keeping a wary eye on the activities of the all-powerful Japan Teachers Union (JTU). This tremendously important labor union and its potential as an instrument of Communist propaganda has been a source of constant concern to officials of the education ministry. These officials estimate that "two or three" members of JTU’s policy-making. 52-man central executive committee are militant communists. Figures are unavailable on the numberof red teachers in the field, for they operate subtly. Thorough checkups of individual instructors are difficult. Rations. estimated there are up to 3«0 Communist party members In JTU working in close liaison with the Japanese Communist party. As a labor union, JTU is prohibited by law from engaging in political activity. But it does. At its national convention last May. the union reiterated it was opposed to government proposals to revise the postwar constitution. They referred specifically to article 9, the no-war, no-armement clause, which prime minister Ichiro Hatoyama’s liberal-Democratic party wants changed to allow Japan greater freedom in building up her defense forces. JTU’s 500,000-plus membership includes some 98 per cent of the nation's elementary and junior high school teachers, about 46 per cent of all high school teachers, and 30 per cent of university faculty members. One of the strongest bulwarks holding JTU in check is the education committee system. These, five-man committees are composed of civilians elected for a fouryear period by public vote. The committees exist on all levels of local affplinistration, and tbeir main functions are: 1. The administration of funds for public schools under their jur-‘ isdiction. 2. The hiring and firing of teachers. ’ 3. The selection of school textbooks. The majority of these committee members are conservative, largely because the rural populations which vote them to office are traditionally conservative. Education ministry officials say that to the best of their knowledge, JTU’s activity in spreading left-wing or Communist propaganda so far has been kept reasonably under control. — Trade in a Goon Town — Decatur.
