Illinois Primary Election On Today To Watch Write-In Vote For Kefauver CHICAGO (INS) — An estimated two million Illinois voters go to the polls today in a presidential primary matching Adlai E. Stevenson and Sen. Estes Kefauver in a 'TO per cent" ballot battle. Rain, snow pnd generally chilly weather throughout the prairie state is expected to keep the turnout light. Hbth camps have agreed that' Kefauver may get a total write-in vote of about 10 per cent of the number cast for Stevenson,, the only candidate on the Democratic ballot. Oppose Commission For Civil Rights Says Brownell Plea Is Purely Political WASHINGTON HNS) —A Reading southern Democrat said tbday that an anti-union shop amendment will be pressed if a bill setting up a civil rights commission reaches the senate floor. ; Sen Richard B. Russell (D Ga„) also told an interviewer that the request Monday by attorney geni era! Herbert Brownell Jr„ for creation of auch a bi-partisan commission is "purely political." Brownell, meanwhile, was to testify today on the administration proposals before ac losed session of the house judiciary committee. — Russell declared: "Mr. Brbwnei! is not interested in men undertaking the right to work. He would not dare to challenge any labo'union seeking to compel American citizens to join the union against theiTwlll. — j "I am opposed to creation of j this commission, but it is to be ! the a determined effort will be made to see that it deals with all phases of civil rights and not only the recently declared right of minority groups to attend schools where they’are not wanted.” In confirming that he meant an [ anti-union shop amendment would be pressed if the civil rights measure reaches the floor. Russell said: "The right to work is certainly more important than the imaginary right o transfer from one school to another.” / Southern Democrats .generally denounced the administration’s civil rights proposals, which Brownell said was aimed at obtaining obedience to the supreme court's decision against segregation in the schools. Brownell also asked legislation to expand the civil rights section of the justice department and to protect voting rights—although the bills o do this have been approved by a senate subcommittee. Sen. Allen J. Ellender (D La.,) told a iyjporter that the’ proposed commission "may lead to bloodshed because the segregation problem cannot be resolved by force. ’
Four Points Necessary To * Prevent War Feel Hammarskjold Peace Mission Has A 50-50 Chance CAIRO (INS) — Neutral military experts in Egypt believe Dag Hammarskjold has an eleventhhour chance to save the tottering Arab-Israeli truce if he can persuade botlj sides to agree to four practical border moves. They consider at least -two of them an absolute minimum to prevent the rapidly deteriorating situation from exploding into an allout conflict. In exclusive interviews today with qualified experts w ho requested that their names not be used, the following were listed as the most likely "save-the-peace” steps the UN chief would propose in his Middle Eastern tour of Arab and Israel capitals. 1. Creation of a demintarlxed ' no-man’s land" one kilometer (0.621 miles) wide along the entire 595-mile frontier separating Israel from Egypt. Jordan, Syria and Lebanon. 2. Reduction of armed forces on both sides facing Che international frontiers to the maximum strength defined in the 1949 armistice agreement.. 3. Marking the lines between Israel and her Arab neighbors. 4. Getting both Arabs and Israelis to agree to complete freedom of movement for UN truce observers and some increase in the strength of the thinly spread truce teams. ■ The experts frankly admit that unless Hammarskjold is able to obtain agreement on the first two steps, war sooner or later seems unavoidable. They estimate that the secretary general's "peace mission" has about a 50-50 chance to succeed. Hammarskjold had-one try at a personal appeal to settle the El Anja dispute last November after heavy fighting there. He made a three-point proposal to ease tension which both the Egyptians and Israeli* accepted, but UN truce observers reported the Israelis later balked at implementing proposals. Israel claimed the Egyptians had forces opposite the demilitarized zone in excess of the numbelf allowed. Air Force WASHINGTON (INS) — The air force announced today that a $7,500,000 atomic reactor will bet, constructed, beginning in June, at the Wright air development center in Dayton, Ohio. The reactor will be used to test the effects of radiation on air craft materials and instruments. The air force Monday announced two new contracts, with Lockheed and Convair. for the development of nuclear-powered planes. The Dayton reactor will be housed in a domed. Cylindrical structure of heavy steel, which will be partly below ground to prevent the spread of radioactive material in case of an accident. The air force said a contract has been awarded to Ralph M. Parsons Co., of Los Angeles, for all construction except the reactor itself. A contract for thp nuclear construction will be let on the basis of competitive bids. Approximately 100 scientists and engineers will be required to operate the reactor on a 24-hour basis. The plant will be known as the air force nuclear engineering test favility.
