Cement And Asphalt Baffle Will Resume General Assembly Ban Off In 1957 INDIANAPOLIS (INS) — The age-old battle between cement and asphalt intereata, ot great power, probably will be resumed attar June 36, 1957. Exponents of these two types ot paving have contested tor a quarter of a century before the Indiana highway commission. However, a general assembly ban against use ot neutral rock asphalt tor “construction, reconstruction, surfacing or resurfacing” of Hoosier highways expiree on Jane 80, 19*7. By authority of Governor George N. Craig, the state highway commission for many months has been using roek asphalt as * base for surface treatment of slick roads which are hazardous In wet weather. However, aides of the governor have pointed out that before the application la made, the rock asphalt is diluted hr addition «t at least four per cent of another material. The governor maintains that ue of rook asphalt as a “deeHektag" agent tor hazardous highways war developed by Purdue University engineers and recommended to the highway department. The 1385 general assembly banned rook asphalt after excessive wear was noted on an experimental stretch en Road 83. Highway commission officials, however, said that traffic was permitted too soon after tho application of the rock asphalt. Saleamea of both cement and asphalt have been well paid influence peddlers and lobbyists for many years in Indiana. They haw had much to do with legislation and the personnel of tho state highway commission. ~ .
